Human Resources Manager (Payroll & Benefits Focus)
Our client, a mission-driven organization in the Portland metro area, is seeking an experienced Human Resources Manager to lead and support HR operations with a strong emphasis on payroll, benefits administration, and employee relations. This is a highly impactful role that will partner closely with executive leadership to stabilize and strengthen core HR functions while supporting a growing and values-driven workforce.
About the role
This is an excellent opportunity for someone who enjoys being hands-on in HR operations while also contributing strategically to organizational effectiveness and employee experience. The role is fully onsite in Hillsboro, OR, with occasional local travel (company vehicle provided).
Responsibilities
- Lead day-to-day HR operations, including employee relations, compliance, and performance management
- Oversee and process payroll (semi-monthly) for ~130 employees, ensuring accuracy and timeliness
- Manage benefits administration, including open enrollment, new hire enrollment, and employee support
- Serve as a trusted partner to leadership on HR strategy, policy development, and workforce planning
- Ensure compliance with federal, state, and local employment laws and regulations
- Support and enhance HRIS systems, reporting, and data integrity
- Lead initiatives related to training, performance management, and organizational development
- Provide guidance on employee relations matters, including investigations and conflict resolution
- Partner cross-functionally to support recruiting, onboarding, and retention strategies
- Maintain accurate HR documentation and support audits, licensing, and compliance requirements
Requirements
- 5+ years of strong experience in progressive human resources is required
- Hands-on experience with payroll processing (Paychex highly preferred; ADP acceptable)
- Experience managing benefits programs and open enrollment processes
- Bilingual (English/Spanish) is highly desired
- Solid understanding of employment laws, HR best practices, and compliance requirements
- Proven ability to balance strategic thinking with day-to-day execution
- Strong communication, organization, and problem-solving skills
Pay
$38.45 – $43.27/hour, depending on experience.
