About the role

The Human Resources Business Partner supports the Horticulture, Forestry and Environmental Education (HFEE) Division within Montgomery Parks. The HFEE Division oversees a budget of over $15 million and employs more than 260 career and seasonal staff.

Responsibilities

  • Lead workforce planning, recruitment, and hiring processes for career and seasonal positions.
  • Coordinate onboarding, employee transitions, and lifecycle processes for the Division.
  • Support advisory support for HR policies, procedures, programs, forms, and processes.
  • Provide guidance on workplace concerns, corrective action procedures, accident and injury reporting.
  • Maintain accurate, secure, and confidential HR records, reports, and tracking tools.
  • Prepare, review, route, and process personnel actions and related HR documentation.
  • Support training needs, training plans, and surveys.
  • Participate in personnel investigations and assist with coordination.
  • Recommend, coordinate, and track divisional training needs.
  • Prepare communications, procedures, presentations, reports, correspondence, meeting materials, and other documents for division leadership.
  • Assist with budget-related HR data, process improvements, special assignments, and cross-departmental projects.

Requirements

  • A Bachelor's Degree in Human Resource Management, Finance, Business, or a related field.
  • Two (2) years of progressively responsible experience in human resource management, finance, or any other related field of business administration.
  • Knowledge of Federal and State employment laws and regulations including FLSA, FMLA, ADA, NLRA.
  • Proven ability to prioritize competing tasks and deadlines, and effectively handle multiple employee matters, recruitment needs, and administrative responsibilities with accuracy and professionalism.
  • Superb written, verbal, and interpersonal communication skills.
  • Proficient in up-to-date Microsoft office software, enterprise software, and specialized programs for planning, scheduling, communicating, word processing, collecting and reporting data, preparing presentations, researching, and document control.
  • A valid Driver’s License and qualification to drive Commission vehicles.

Qualifications

  • Preferred qualifications include a Certified Professional (PHR/SHRM-CP) credential or ability to obtain credentials.

  • Knowledgeable about the Maryland-National Capital Park and Planning Commission (M-NCPPC) and its mission.
