Responsibilities

  • Manage full‑cycle recruiting for funded openings, competitive staffing requirements, and proposal or contingent staffing needs.
  • Develop accurate job descriptions by interpreting labor categories, scopes of work, contract requirements, market research, and hiring‑manager input.
  • Post positions, review applications, conduct candidate outreach, complete pre‑screening and interviewing, assess qualifications and fit, coordinate interviews and approvals, and maintain organized candidate records.
  • Build and maintain reusable talent pipelines for recurring labor categories and anticipated contract opportunities.
  • Coordinate onboarding and orientation, maintain accurate employee and applicant records, and support human resources processes throughout the employee lifecycle.
  • Provide responsive, professional support to employees working at corporate, customer, and geographically dispersed locations.
  • Maintain and expand effective use of Paylocity and Microsoft 365 tools, including applicant tracking, onboarding workflows, templates, reminders, reporting, skills information, data imports/exports, and process automation.
  • Assist with personnel‑security and compliance activities, protect sensitive company and employee information, and support applicable Controlled Unclassified Information and Cybersecurity Maturity Model Certification requirements.
  • Complete the Center for Development of Security Excellence (CDSE) Facility Security Officer (FSO) curriculum and obtain certification within six months of hire.
  • Support contract tracking, invoicing, records management, audit readiness, scheduling, meeting coordination, and other administrative and operational priorities.
  • Document and refine procedures, identify gaps and efficiencies, develop practical solutions, track progress, and communicate effectively with stakeholders.
  • Support implementation of the Entrepreneurial Operating System and related change‑management, internal communication, and continuous‑improvement activities.
  • Partner with company leadership, operations, growth, hiring managers, fractional service partners, and other stakeholders.
  • Balance multiple priorities, take ownership, meet deadlines, follow through, apply feedback, and work independently while maintaining collaboration and transparency.

Success Criteria

  • Deliver accurate, timely, mission‑ready recruiting, HR, security, compliance, and operational support while demonstrating professionalism, accountability, sound judgment, and collaboration.
  • Support funded and proposal recruiting needs with well‑researched job descriptions, timely candidate outreach, thorough screening, and organized follow‑through.
  • Provide candidates and employees with responsive, respectful, and transparent communication that reinforces TFS’s people‑first culture.
  • Use Paylocity, Microsoft 365, templates, and approved automation effectively to reduce repetitive work, preserve data quality, and improve visibility.
  • Maintain accurate, timely, organized, and audit‑ready onboarding, personnel, security, compliance, contract, and invoicing records.
  • Document procedures, capture lessons learned, and recommend scalable improvements as the company grows.

Required Qualifications

  • Three or more years of progressively responsible experience in human resources, recruiting, business operations, office administration, or a related multi‑function support role.
  • Demonstrated experience supporting recruiting activities such as job‑description development, candidate sourcing or outreach, application review, pre‑screening, interviewing, scheduling, and hiring‑manager coordination.
  • Experience supporting onboarding, employee records, human resources administration, or employee‑service activities.
  • Strong written and verbal communication, organization, research, judgment, confidentiality, and follow‑through.
  • Ability to interpret requirements, scopes of work, and incomplete information; research options; develop a practical approach; and communicate progress to stakeholders.
  • Proficiency with Microsoft 365 applications and the ability to learn and use
