Human Resource Generalist - CAP
About the Role
The Human Resources Generalist serves as a collaborative business partner to the location’s Human Resources Manager and Director of Human Resources in the day-to-day administration of human resources, employee/labor relations, leave administration, recruitment, and compliance administration. This position ensures compliance with Keolis’ Human Relations policies, reporting requirements, customer service, and client requirements. The role requires close coordination on all HR functions, including investigations, recruiting, leave administration, compliance, payroll, and other key employment objectives.
A successful candidate will have expertise in human resources and employee/labor relations, along with experience working in environments with conflicting priorities.
Requirements
- 3+ years of progressive HR experience
- Bachelor’s Degree preferred
- 2 years of investigation experience
- Excellent knowledge of State Employment laws
- Must pass an extensive background check
- Computer proficiency
- SHRM Certified and/or ability to achieve SHRM Certification within the first 6 months of employment
- Travel required between facilities
- Labor union experience preferred
- Transportation experience is helpful

Responsibilities
Employee and Labor Relations
- Proactively engage in employee and labor relations issues
- Act as a liaison between management and employees to resolve employee relations issues and grievances for both union and non-union employees
- Recommend employee discipline as per the CBA
- Collaborate with site leadership on actionable employee decisions and ensure high-quality HR processes
- Work within the CBA; experience in a union environment is a plus
- Conduct and complete employee investigations with professionalism and confidentiality
- May represent the Company at hearings
- May create work rules pertaining to site operations while adhering to the CBA
- Demonstrate employee advocacy and develop a reputation as a neutral and approachable HR professional serving all employees
- Build solid working relationships with union representatives to seek common resolutions to employee grievances
HR Operational Functions
- Lead HR and business project initiatives
- Implement HR operational strategies
- Conduct and analyze exit interviews
- Engage in employee development activities
- Develop and implement facility-staffing strategies, including community outreach
- Manage programs, policies, and procedures in support of change management and company culture
- Support management with the performance review process
- Ensure legal compliance by monitoring and implementing company policy, procedures, federal, and state law requirements
- Maintain employee files by designing a filing retrieval system and maintaining electronic employee records
- Contribute to the leadership team in accomplishing HR-related tasks pertaining to client requests
- May be assigned as a subject-matter expert on one or more human resource disciplines for the company
- Evaluate potential issues or service needs and formulate strategic responses
- Complete HR reports (e.g., payroll reports, trackers, etc.)
Talent and Recruitment
- Lead talent management in establishing recruiting, testing, and interviewing programs
- Manage candidate staffing, selection, and community outreach
- Run background screening for all new hires and annually for current employees
- Partner with the recruiting department in creating job requisitions and seeking approval
- Maintain job boards and internal postings as per CBA
- Collaborate with the leadership team in selecting candidates
- Maintain work structure by updating job requirements and job descriptions for all positions
- Conduct onboarding training, educating employees on their work assignments and site orientation
Compensation, Benefits, and Payroll
- Conduct periodic pay surveys, job evaluations, and employee incentives
- Process promotions and demotions
- Provide new employees with benefits log-in information and access to the me@keolis portal
- Assist employees with their selected benefits electronically
Training and Development
- Train managers on candidate selection, interviewing skills, coaching, and disciplining employees
- Conduct orientation training for all newly hired employees and provide facility tours
- Oversee and create the implementation of training using a tracking system
Leaves of Absence
- Partner with the Leave Administrator in processing all leaves of absence (FMLA, PDL, ADA, Workers Comp)
- Notify employees of approved/denied leave via letter and administer all applicable pamphlets and information to remain compliant with laws
- Complete and keep up-to-date leave trackers
- Collect benefit payments for employees on leave
