About the role
Oxy is seeking an experienced and motivated individual to fill the position of HSR Consultant Sr within our Health, Safety & Risk (HSR) group based in Houston, TX.
Responsibilities
- Serve as a senior subject matter expert (SME) for health, safety, risk, environmental and sustainability programs for exploration projects, providing technical consultation and guidance to project and functional teams.
- Support and advice on integration, embedding and maintaining HSE management systems, policies, standards, procedures, and guidelines (PSPGs) in alignment with Oxy's Operating Management System (OMS) and applicable regulatory requirements.
- Coordinate consistent HSE risk management throughout project design and execution harmonizing Health, Safety, Risk Engineering, Environmental, and Sustainability functions and operational requirements.
- Lead and promote hazard identification and risk assessments using recognized HSE functional methods and studies; provide practical recommendations to strengthen safeguards, barriers, and risk reduction measures.
- Conduct incident investigations and root cause analyses (RCA); develop and communicate corrective and preventive actions to reduce recurrence and improve safety performance.
- Analyze HSE incident and near-miss data for trend identification; develop and recommend improvement recommendations for campaigns, and corrective action programs.
- Implement or support contractor safety management programs for projects, including assessments of contractor HSE programs, performance monitoring, and implementing performance scorecards.
- Collaborate with cross-functional teams including Operations, Supply Chain, Engineering, and Legal to integrate HSE practices into daily operations and capital projects.
- Develop and deliver HSE training programs for employees, contractors, and operational personnel; conduct on-site refresher training as required.
- Support the development and communication of HSE performance metrics, KPI reporting, and periodic dashboards for operational and executive leadership.
- Maintain current knowledge of federal, state, and local HSE regulations (OSHA, EPA, etc.) or host country laws and regulations and ensure business unit or project compliance with all applicable requirements.
- Participate in Management of Change (MOC) reviews to ensure HSE risks are identified and appropriately managed.
- Support emergency response planning, drills, and exercises; serve as an HSE resource during abnormal operations, startups, and shutdowns.
Qualifications
- Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related technical discipline is required.
- Master's degree or advanced certification in a related discipline is preferred.
- A minimum of 15 years of relevant Health, Safety & Risk experience in the oil and gas industry.
- Professional certification(s) strongly preferred (e.g., CSP, ASP, CIH, PE, or PMP).
- Demonstrated knowledge of applicable HSE regulations, including OSHA Process Safety Management (PSM) elements, federal and state safety regulations, or host country laws and regulations, and industry codes and standards.
- Proven experience leading HSE audits, risk assessments, and incident investigations across multiple operational sites.
- Strong background in contractor safety management and vendor performance monitoring.
- Ability to travel to field locations as required (estimated up to 30%).
Skills
- Strong knowledge of HSE management systems and risk-based frameworks (e.g., OSHA PSM, API standards).
- Proven strong project management and execution onshore as well as offshore.
- Strong understanding of working HSE topics on international foreign locations including environmental permitting, management of project safety plans, environmental plans and HSE project risk register management.
- Understanding of risk assessment methodologies including PHA facilitation (PHAPro preferred), Bow-Tie (BowtieXP preferred), and quantitative risk assessment (QRA).
- Demonstrated ability to lead inspections and incident investigations.
- Excellent verbal and written communication skills; ability to present complex technical topics to diverse audiences including senior management.
- Strong organizational and time management skills with the ability to handle multiple priorities and meet deadlines.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint).
- Familiarity with HSE management software (e.g., Intelex, Cority, or similar platforms) preferred.
- Ability to work effectively in a multidisciplinary, multicultural team environment with minimal supervision.
- Eagerness to learn and adaptability.
Additional Desired Qualifications
- Experience working across multiple Oxy business units or in a multi-basin oil and gas environment.
- Familiarity with Oxy's Operating Management System (OMS) or similar enterprise management frameworks.
- Experience with data visualization and business intelligence tools (e.g., Power BI, Tableau, Spotfire).
- Bilingual (Spanish) communication skills preferred but not required.
- Demonstrated leadership and mentoring of junior HSR personnel.
