HR Specialist IV (Time & Leave Specialist)
Performs complex Human Resources work involving processing personnel actions, leave administration, and the development and analysis of human resources-related reports for the Texas Higher Education Coordinating Board (THECB) in the Centralized Accounting and Payroll/Personnel System (CAPPS). Serves as the agency's FMLA Coordinator. Work requires reviewing, preparing, and maintaining confidential information and is performed under limited supervision with moderate latitude in the use of initiative and independent judgment. This position reports to the Director of Human Resources.
Responsibilities
- Serves as the agency's Time and Labor Specialist in CAPPS HR/Payroll.
- Serves as the agency's coordinator for Family Medical Leave Act (FMLA) and the return-to-work program.
- Processes payroll/personnel actions data entry for all employees in the agency in a timely manner.
- Processes and monitors all aspects of leave including FMLA, Sick Leave Pool, Donated Sick Leave, and Leave Solicitation.
- Works with Human Resources data systems.
- Updates and maintains all agency and state-required reports.
- Collects and maintains employees' prior state service records.
- Responds to requests for employment verifications.
- Presents Time and Leave information to new hires at new employee orientation, annual enrollment presentations, and assists with other training sessions.
- Oversees, updates, and maintains employees' personnel files.
- Coordinates the employee exit process and provides information on state SAO exit surveys.
- Participates in the development/revision of personnel policies, procedures, and related documents in assigned areas.
- Ensures compliance with relevant federal and state laws and statutes.
- Performs routine records maintenance and annual agency role-over actions.
- Provides back-up and assistance to other human resources staff and programs, shares duty of answering main telephone lines, and ensures continuity of human resources services during staff absences and peak periods.
- May update databases and prepare ad-hoc reports.
- Performs other duties as assigned.
Schedule
This position is authorized for a hybrid telework schedule. Employees are required to work in the office two (2) days per week, with the remaining three days eligible for telework. Specific in-office days may be determined by the department to meet business needs.
Requirements
- Bachelor's degree from an accredited college or university.
- Three years of recent, progressively responsible human resources experience.
- Six additional months of full-time work experience may substitute for 15 semester hours of required education, up to four years.
Preferred Qualifications
- Bachelor's degree with major coursework in human resources management, business, public administration, organizational development, or a related field.
- Experience using CAPPS HR/Payroll or HRIS system.
- Experience working with State of Texas ERS benefits program (GBP).
- Experience working in a government setting.
- Professional Human Resources certification.
Skills
- Knowledge of all state and federal laws and regulations governing human resources practices.
- Knowledge of the principles and practices of human resources.
- Knowledge of programs such as benefits, retirement, FMLA, worker's compensation, and the laws regulating these activities.
- Skills in using Excel spreadsheets to track, collect, and analyze data.
