About the Role

This position serves as a lead advisor to management and employees on a variety of employee services in the functional areas: employee processing, records management, employee relations, FMLA, PFML, leave and benefits, and compensation. This role is also responsible for OSHA compliance and workers' compensation coordination, license and competency tracking, coordinating and finalizing the PEP process for the agency site, as well as providing a variety of other administrative and analytical duties as assigned.

Requirements

  • Six years and six months of experience, including two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation, plus an additional four years of professional HR management work experience in the specified areas.
  • Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work involves applying public sector personnel procedures, policies, rules, and regulations to specific employment actions, such as preparing employment records, calculating salaries, applying personnel-related rules, preparing reports, conducting employee orientation, and counseling employees on benefits and obligations.
  • Candidates may substitute a Bachelor’s degree from an accredited college or university and two years and six months of professional HR experience for the required experience.
  • Candidates may substitute thirty graduate credit hours in HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology, or a related field for up to six years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or specialty codes on a year-for-year basis for the required experience.

Preferred Qualifications

  • Experience as a Health Benefits and Retirement Coordinator
  • Experience as a Leave and Worker’s Compensation Specialist

Licenses and Certifications

  • Certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management, within six months of appointment and recertification every six months thereafter.
  • A valid motor vehicle operator’s license in the State of Maryland, if assigned duties requiring the operation of a motor vehicle.
