About the role
Founded in 1968, Cecil College serves the educational needs of Cecil County residents. The College is governed by a Board of Trustees and is centrally located in Maryland’s northeastern region, near major cities.
Responsibilities
- Oversees the general daily operations of the human resources office.
- Supervises a part-time human resources employee; provides mentorship and support to the HR Generalist position.
- Manages and leads the bi-weekly payroll process ensuring accuracy and compliance with applicable laws.
- Oversees HRIS and payroll data integrity by reconciling and validating employee data, supporting routine reporting needs.
- Assists HR Generalist with complex HRIS-related inquiries.
- Manages all aspects of personnel records administration, including personnel files and electronic records.
- Manages and streamlines the onboarding process and orientation programs to ensure a seamless and welcoming experience for all employees.
- Administers employee benefits, retirement plans, Group Life and AD&D plans, worker’s compensation, FMLA, and ADA.
- Serves as primary Retirement Coordinator for the Maryland State Retirement and Pension System; assists employees with the retirement process.
- Conducts and oversees the open enrollment for benefits with the assistance of the HR Generalist. Presents benefit information to employees as needed.
- Serves as the primary employee contact for FMLA, ADA, and Family and Medical Leave Act (FMLA)/Time to Care Act. Provides timely information to employees, supervisors, and third-party providers to ensure compliance with state and federal regulations.
- Analyzes human resources processes and procedures, develops recommendations for improvements, and implements them.
- Collaborates and assists the Vice President of Human Resources to resolve employee relations issues. Leads employee investigations and/or grievance processes as directed.
- Collaborates with the VP of Human Resources on policy revisions.
- Serves as HR liaison on search committees as directed by the Vice President of Human Resources.
- Prepares and analyzes reports for internal and external stakeholders as needed to maintain compliance with necessary reporting requirements.
- Serves on college-wide committees as needed.
- Serves as the lead representative on the Health Advisory Committee (HAC).
- Attends human resources-related training as directed by the Vice President of Human Resources.
Qualifications
- Master's degree in human resources or related field required.
- A minimum of 4 years of experience in human resources.
- Experience with automated payroll system preferred.
Knowledge, Skills and Abilities
- Excellent Microsoft Office Software skills including Word, Excel, PowerPoint, and Outlook; capability to generate reports from a human resource information system and other spreadsheets as required.
- Excellent written and oral communication skills. Ability to multi-task, work independently, has attention to detail, able to think critically, problem-solving ability, the ability to analyze data, and able to adapt to changing priorities.
Scheduling Requirements
Monday – Friday; 8am to 4:30pm. This position is not overtime eligible. Varied work schedule during critical periods sometimes requiring evening, Saturday, and Sunday work hours. Due to the need of interaction with students, employees, and the college community, this position requires in-person presence. This position is eligible for telework per the Telework Policy.
Physical Demands
This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.
Work Environment
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations and traffic signals when driving.

Pay
This is an exempt position (not overtime eligible); Grade 117 (pay scale: $64,393-103,029). Based on the budget, the salary for the position will be $75,000.
