Qualifications

  • Bachelor’s degree and eight years’ related experience required.
  • 70% in person is required (Hybrid).
  • Bachelor’s degree in Human Resources, Public Administration, Higher Education Administration, Business Administration, or a related field required; Master’s degree strongly preferred.
  • Professional HR certification (SPHR, SHRM-SCP, or equivalent) preferred.
  • Demonstrated experience interpreting and applying collective bargaining agreements, employment laws, and public-sector regulations.
  • Experience overseeing HR operations and systems (e.g., HRIS, payroll, time & leave, onboarding), with strong data-driven decision-making, project management, and continuous process improvement skills.

Responsibilities

  • Direct all aspects of recruitment operations, including auditing and reviewing postings, compensation analysis, employment offers, preparing for campus HEO screening committee meetings, University approvals, CUNYfirst Talent Acquisition Management and other position posting related issues.
  • Oversee the operations and administration of all human resource functions.
  • Manage employee relations issues and recommend strategies and approaches to address and resolve; advise supervisors in the area of evaluations and progress discipline; facilitate conflict resolution.
  • Implement compliance related training and institutional programs designed to educate employees on policies and procedures.
  • Manage staff in benefits administration to ensure the processing of employee health and pension selections, new employee orientations, unemployment insurance and workers’ compensation.
  • Manage staff data validation unit/payroll to ensure data integrity, timely and accurate payment for all employees.
  • Manage staff in the Classified Staff Services.
  • Aid in the review and processing of Accommodations Requests under the Americans with Disabilities Act (ADA).
  • Develop, lead and mentor HR staff, while promoting the Office as a model of professional competency and innovation.
  • Serve on various College committees as assigned.
