HR Business Partner II
About the role
The Vermont Department of Human Resources (DHR) is seeking a Human Resources Business Partner or Generalist to provide HR services and support to multiple departments within the Agency of Administration and the Agency of Digital Services.
Responsibilities
- Varying degrees of HR work in performance management, supervisory coaching, labor relations, hiring and onboarding, position management, classification, workers' compensation and reasonable accommodation requests.
- Information and guidance to employees and supervisors on employee relations and performance management consistent with Personnel Policies Procedures and Collective Bargaining Agreements.
- Systems work and data management in the VTHR system.
Requirements
- Three (3) years or more of experience in the field of human resources that includes employee relations or labor relations.
- Bachelor’s degree in human resources, business administration, or related field.
- Supervisory experience.
- Labor Relations experience.
Qualifications
Strong organizational skills are required to coordinate and process a large volume of work and operational functions. Well-developed interpersonal, verbal and written communication skills are required.
Skills
Ability to prioritize work effectively and adapt to changing demands in a fast-paced environment. Experience using various systems, databases and Microsoft Office 365 applications. Ability to work independently and as part of a team to deliver accurate and timely work.

Pay
As of July 12, 2026, the step 1 rate for pay grade 24 will be $29.73 per hour and the step 15 rate will be $46.49 per hour.
Schedule
Monday through Friday, from 7:45 a.m. to 4:30 p.m. Most of the work is completed using various systems, databases and Microsoft Office 365 applications. The remainder of the work involves working with employees and supervisors utilizing various communication methods, collaborating with colleagues, and/or attending meetings. Some work outside of regular schedule may be required.
Environmental Factors
Duties are performed largely in a standard office setting, but some travel may be required for which private means of transportation should be available. Some work outside of regular work schedule may be required. Strong differences of opinion may be encountered in dealing with employee grievances, union representatives, or members of management.
