About the Role
This is more than an administrative role—you’ll be a trusted resource helping individuals navigate housing processes while ensuring compliance and accuracy every step of the way in the Housing Choice Voucher Program (HCVP).
Responsibilities
- Guide participants through recertifications, rent calculations, and housing processes.
- Review and verify eligibility, income, and documentation.
- Prepare and process HUD-required forms (including HUD-50058).
- Conduct participant interviews and explain program requirements clearly.
- Maintain accurate records and ensure compliance with HUD regulations.
- Collaborate with team members to support program success.
- Answer inquiries concerning policies and practices associated with the re-examination processes in a courteous and professional manner or route/direct inquiries to appropriate staff.
- Assist in coordinating background information checks of tenants to be recertified.
- Assist in performing final eligibility verifications.
- Review lease documents for accuracy and completeness prior to execution of leases by authorized personnel.
- Accurately and timely prepare Form HUD-50058.
- Collect and review interim transfer and re-certification information, coordinate evaluation, verification, and calculation of information and rent for recertification and move-in.
- Explain rent calculation to participants and assist with completion of recertification materials as assigned.
- Prepare and send appropriate notices of rent adjustments in accordance with HUD regulations.
- Schedule and conduct transfer interviews with participants as assigned, following proper verification methods/processing for each re-examination in accordance with HUD and INLIVIAN policies and procedures.
- Examine and resolve income discrepancies as necessary.
- Accurately enter data into the system, as needed.
- Reconcile rent and other charges collected throughout the month with appropriate personnel.
- Review participant files/folders and verification forms for accuracy and completeness and accurately input data into the computer in a timely manner.
- Compile statistical data and prepare reports related to completed recertification.
- Search files for information required by department staff as requested.
- Ensure privacy and maintain security of confidential materials.
- Adhere to strong INLIVIAN standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of INLIVIAN materials, supplies, resources, and other assets.
- Perform other duties as assigned.
Requirements
- High School Diploma or GED.
- 1-3 years of relevant experience (housing or social services preferred).
- Strong customer service and communication skills.
- Attention to detail and ability to manage multiple tasks.
- Experience in housing, social services, or administrative support.
- Ability to work with diverse populations with professionalism and empathy.
- Basic math and computer skills.
Qualifications
- Ability to learn federal, state, and local laws, rules, and regulations and INLIVIAN policies and procedures pertaining to the Housing Choice Voucher program.
- Working knowledge of interviewing techniques and record maintenance.
- Ability to meet and deal tactfully and courteously with the public.
- Ability to understand and follow moderately complex written and oral instructions, communicate and relate to persons of diverse backgrounds and abilities.
- Ability to make routine decisions in accordance with established administrative rules, regulations, and policies.
- Working knowledge of the operation of INLIVIAN’s computer system and applicable software.
- Knowledge of basic math principles sufficient to perform essential job functions.
- Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility.
- Ability to use basic office equipment such as telephone, fax, copier, and computer.
- Ability to communicate clearly, concisely, verbally, and in writing.
- Ability to establish and maintain effective working relationships with other employees.
- Ability to deal effectively with situations requiring tact and diplomacy.
Skills
The following certifications must be obtained within twelve (12) months of employment or other allowable period of hire as authorized by the HCVP Director:
- Housing Choice Voucher
- Enterprise Income Verification System (EIV)
- Rent Calculation
- Fair Housing

Physical Requirements
- Work is principally sedentary but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files, records, and office supplies.
- Must be able to sit and/or stand for up to eight hours at a time while performing work duties.
- Must be able to bend, stoop, push, and pull in the performance of office-related duties.
- Must be able to use fingers bilaterally and unilaterally to operate office equipment.
- Must be able to establish and maintain effective working relationships with co-workers and clients and perform essential job functions in an environment that will sometimes include increased levels of work-related stress.
- Must have vision and hearing corrected to be able to operate office equipment and fulfill essential job functions.
- Must maintain punctuality and attendance as scheduled.

Other Requirements
