Housing Rehabilitation Specialist

Responsibilities

  • Performs skilled inspection work to enforce compliance with the Uniform Housing Code, Building Code and HUD Housing Quality Standards
  • Affords assistance in the preparation of periodic quarterly/annual reports to government agencies specifically Davis-Bacon, Section 3 and Environmental Review
  • Executes Federal Labor Standard Provisions for construction projects when appropriate
  • Evaluates contractors' proposals, monitors work in-progress for CRA activities
  • Oversees all demolitions and clearance activities
  • Maintains oversight of work in-progress and ensures completion
  • Develops work write-ups for interior and exterior improvements related to assisted housing programs and monitors work in-progress
  • Develops work write-ups for rehabilitation projects to be incorporated in bids and contracts
  • Handles requests, conducts eligibility interviews, processes forms, and makes initial approvals or rejections for participation in Housing Rehabilitation programs
  • Fosters positive employee relations and employee morale on a City-wide basis

Requirements

  • High school graduation or possession of an acceptable equivalency diploma
  • Two (2) year college degree preferred
  • Valid Florida Driver's License with a good driving record
  • Demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail
  • Knowledge of construction terms and techniques
  • Knowledge of local housing/zoning codes
  • Experience working with Federal and State regulations governing various housing programs specifically Davis-Bacon, Section 3 and Environmental Review
  • Demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail
  • Knowledge of local housing/zoning codes

  • Demonstrated ability to interpret code requirements
  • Ability to do cost estimates for housing rehab projects
  • Ability to read blue prints
  • Ability to organize and prioritize work activities
  • Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience
  • Ability to communicate effectively in oral and written form
  • Ability to adapt to an evolving and continually improving environment

Qualifications
