List of Eligible Applicants

A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Essential Duties

  • Manages affordable housing projects, including mixed-income and/or mixed use projects with commercial and community facility components, financed with a variety of tools including Low Income Housing Tax Credits, County subsidized loans from the Housing Opportunities Fund, the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program, Payment in Lieu of Taxes (PILOT) agreements, disposition of County owned land, New Markets Tax credits, etc.
  • Manages a portfolio of projects from initial proposals to predevelopment through construction, completion and conversion.
  • Negotiate contracts with suppliers and contractors, managing risks associated with the project, and resolving any issues that may arise during the development process.
  • Makes comprehensive analysis and underwriting of prospective multifamily and single-family housing developments seeking debt financing according to DHCD policies.
  • Applies analysis of financial, risk, and technical underwriting practices and policies to the development pipeline.
  • Ensures the financial feasibility reviews of RFA responses are completed in a timely fashion and summarizes recommendations to senior staff.
  • Prepares and maintains correspondence, documents, reports, files and participates in special projects as assigned.
  • Prepares written and audiovisual materials as needed for meetings, trainings and other events.
  • Works with department management team to implement department-wide strategies, plans and procedures including the department’s Standard Operating Procedure policies and practices in accordance with County policies, procedures and federal, state and local laws.
  • Researches and assists in securing funding sources to support predevelopment, construction and permanent loan phases for development if needed.
  • Assists developers in coordinating closings.

Examples of Other Duties

  • Completes research projects.
  • Serves as housing referral agent on land development applications and serves on interdepartmental teams addressing housing issues.
  • Collaborates with the DHCD division of Policy and Strategic Initiatives to provide input on legislative and policy changes which may impact the production of affordable housing projects in Baltimore County.
  • Represents the department at hearings or other official proceedings, meetings and conferences, or on committees or make presentations to the Zoning Board or similar.

Qualifications

  • Bachelor's degree, preferably in Housing Finance, Real Estate Development, Urban and Regional Planning, Community Development, Business Management, Public Administration or other related fields.
  • Plus four years of direct professional experience in project management with focus on housing programs and/or single family, multi-family developments.

Preferred Qualifications

  • Demonstrated knowledge of construction, architecture, engineering, or general building principles.
  • Experience in housing policy, housing reform, or related policy.
