About the role

Reviews applications for funding of projects and developments for all federal and state funding programs administered by the Agency. Evaluates both the financial viability of proposed projects and their compliance with federal and state rules and requirements.

Responsibilities

  • Obtain and maintain thorough knowledge of various programs through training, seminars, certification classes, and self-directed learning.
  • Evaluate applications for all programs, including underwriting, market analysis review, and verifying compliance with program requirements.
  • Process all paperwork for funded projects and developments, including carryovers, finals, written agreements, and bond documents.
  • Follow up with owners/awardees on issues that arise during the funding process.
  • Provide input to the HD Allocation Supervisor in developing rules and program guidance to meet regulatory requirements.
  • Offer technical assistance to interested parties on program requirements via email, phone, or meetings.
  • Maintain and update databases for Housing Development programs in a timely manner.
  • Research legal, technical, or policy issues to assist in updating program rules and guidelines.
  • Review and interpret statistical housing data and market analysis for program impact.
  • Monitor funded projects for adherence to contractual requirements.
  • Assist in preparing materials for Agency board meetings and participate when required.
  • Prepare and review various program reports from relevant sources.
  • Enhance the overall operation of the Agency through day-to-day responsibilities.
  • Deliver exceptional customer service to all external and internal customers.

Requirements

  • Bachelor’s degree from a four-year college or university in Business, Finance, Management, or Accounting; or eight years’ experience in underwriting single-family or multifamily housing and ensuring compliance with federal and state rules and regulations.
  • Required to obtain the Housing Development Finance Professional Certification within 18 months of hire, if not already certified.
  • Valid driver’s license and eligibility for bonding.

Skills

  • Knowledge of and experience in HOME Investment Partnerships Program, National Housing Trust Fund Program, and/or Affordable Housing Tax Credit program preferred.
  • Ability to interpret and act on policies, regulations, and procedures set by OHFA, HUD, IRS, or other governing entities.
  • Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, and government officials.
  • Proficiency in MS Office products (Excel, Word, Outlook, etc.).

Pay

$55,000 - $65,000
