About the role

This position serves Troop 3: Anderson, Greenville, Oconee, Pickens, and Spartanburg counties. Performs responsible management, law enforcement, and administrative duties in assigned SCHP Troop under the direction of the Troop Commander. Assists Troop Commander with planning, coordinating and implementing all law enforcement operations and other related duties as required. Assumes all duties and responsibilities in the absence of the Troop Commander, as directed.

Responsibilities

• Assists Troop Commander with planning, supervising, and managing law enforcement programs and activities for assigned Troop.
• Assumes the duties of Troop Commander in his/her absence, as directed.
• Assists Troop Commander in maintaining operational readiness of personnel, facilities, and equipment.
• Monitors the enforcement of South Carolina (SC) motor vehicle and criminal laws in assigned jurisdiction.
• Accurately analyzes investigative and enforcement data, prepares cases, preserves evidence, and presents cases in court for prosecution.
• Serves as a collision investigation specialist and expert witness in trial cases.
• Supervises the Troop’s field training program and background investigation of patrol applicants.
• Impartially investigates internal complaints, public complaints and inquiries.
• Effectively disseminates information to subordinates and through the chain of command.
• Provides guidance in laws governing the operation of vehicles and pedestrian traffic, reviews case work, and ensures Troop personnel perform duties in accordance with department policy, state laws, and federal regulations.
• Evaluates employee performance.
• Facilitates participation of Troop personnel in all required training and activities.
• Prepares internal memorandums and reports, as well as correspondence in response to inquiries from the general public and government agencies.
• Reviews and/or approves payroll and personnel documents submitted from Troop personnel for processing through South Carolina Department of Public Safety (SCDPS) Headquarters.
• Maintains SC law enforcement certification.
• Performs law enforcement functions as needed for civil defense, emergency preparedness and public protection.
• Executes emergency operations in accordance with agency emergency operations plans.
• Supervises and assists in operational planning and deployment of assets in response to civil disturbances and natural or man-made disasters.
• Coordinates traffic and crowd control at major events.
• Establishes cooperative partnerships with local law enforcement agencies, court officials, and public safety organizations.
• Assists in the design and implementation of traffic safety initiatives and community outreach programs.
• Participates in various methods of public safety education.
• Monitors the dissemination of information from Troop personnel to public officials, the general public, and news media.
• Performs other duties as directed.

Requirements

• A bachelor’s degree, or an equivalent combination of education and experience, and a minimum of five (5) years of Class 1 Law Enforcement experience.
• Must have held the rank of Highway Patrol Sergeant for a minimum of six (6) months by the posting closing date or currently hold the rank of First Sergeant.
• Must have scored 70 or higher on a Promotion Examination for the vacancy rank within two (2) years of the closing date of the posted vacancy.
• Must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of the posted vacancy.
• Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process.
• Any individual who has been involuntarily demoted during the preceding six (6) months of the vacancy closing shall be considered ineligible to participate in the promotion process.
• An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Performance Improvement Plan” (PIP) during the 12 months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.
• Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment.

Qualifications

• Must hold Class I certification as a law enforcement officer for the State of South Carolina.
• Must have leadership abilities and be able to supervise a large number of employees.
• Must have in-depth knowledge of traffic law enforcement.
• Under limited supervision, employee will be required to make critical decisions requiring sound judgment.

Preferred Qualifications

• Overnight travel may be required on special assignments and/or response to critical incidents.
