Job Responsibilities
Serves as a South Carolina Highway Patrol (SCHP) Law Enforcement First Line Supervisor. Patrols and enforces South Carolina (SC) motor vehicle traffic laws on streets and highways and enforces other criminal laws of the state as necessary.
Assumes duties of the Squad Leader in the absence of the Post Sergeant(s) as directed. Supervises officers in the performance of their duties and ensures compliance with standard operating procedures.
- Reviews activity reports, collision investigation reports, citations, statements, and other documentation prepared by troopers under his/her supervision to verify legibility, completeness, and accuracy.
- Reviews and assists subordinates in the presentation and prosecution of criminal and traffic court cases.
- Provides periodic job performance reviews and counseling to subordinates, as appropriate.
- Affords assistance in utilizing selective enforcement data to determine personnel assignment needs and schedules.
- Affords assistance to the Sergeant in preparing daily schedules and work assignments.
- Maintains oversight of the proper maintenance of department issued equipment.
- Patrols and enforces SC motor vehicle laws within assigned jurisdiction. Enforces other criminal laws as necessary.
- Participates in selective enforcement operations.
- Investigates collisions, determines causes utilizing complex investigative techniques, and determines enforcement actions to proceed through the judicial process.
- Serves as an expert witness in criminal and civil court cases.
- Prepares and presents cases for prosecution in court.
- Performs and maintains certification in law enforcement scientific procedures for a certified breath analyst and certified radar technician.
- Performs and maintains Law Enforcement Officer (LEO) certifications.
- Demonstrates knowledge and proper application of the SCHP Manual of Operations, South Carolina Department of Public Safety (SCDPS) policies and procedures, division directives, personnel management procedures and laws governing the operation of vehicles and pedestrian traffic.
- Develops sound working relationships with the general public, other law enforcement agencies, courts, and SCDPS personnel.
- Maintains effective communication with Post command staff and disseminates information to subordinate personnel, as appropriate.
- Develops and participates in community safety programs.
- Maintains professionalism in all interactions with the public.
Minimum And Additional Requirements
- State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.
- Agency Minimum Requirements: Must have at least a high school diploma and the following additional requirements: TIME IN GRADE –Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the closing date of this vacancy. PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two (2) years of the closing date of this vacancy. PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of this vacancy. DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. Any individual who has been involuntarily demoted during the preceding six (6) months of this vacancy closing shall be considered ineligible to participate in the promotion process. EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful" rating on the employee's most recent performance evaluation or has received a “Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the twelve (12) months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process. PROBATIONARY PERIOD – Any individual serving a one (1) year probationary period shall be ineligible to participate in the promotion process. RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment.
- Additional Requirements Must maintain SC Class I Law Enforcement Officer certification. Must have excellent knowledge of laws relating to traffic law enforcement. Must have ability to supervise other law enforcement personnel.
