Heavy Civil / Water-Wastewater Estimator | Tacoma, WA
About the Opportunity
A leading heavy civil contractor is seeking an experienced Estimator to join its growing team in the Tacoma, Washington area. This position will play a critical role in pursuing and securing complex infrastructure projects throughout the Pacific Northwest, with a focus on water, wastewater, underground utilities, treatment facilities, pump stations, pipelines, and heavy civil construction projects. Responsibilities
- Prepare detailed cost estimates and proposals for heavy civil and water/wastewater construction projects.
- Review plans, specifications, geotechnical reports, and contract documents.
- Perform quantity takeoffs and develop accurate labor, equipment, material, and subcontractor pricing.
- Solicit and evaluate subcontractor and supplier quotations.
- Assist with bid strategy, risk analysis, and value engineering efforts.
- Participate in pre-bid meetings, site walks, and client discussions.
- Coordinate with Operations, Project Management, and Executive Leadership teams throughout the pursuit process.
- Develop project schedules and work plans to support bid submissions.
- Maintain estimating databases and historical cost information.
- Support contract negotiations and project handoff activities following award.
Experience Needed
- 5+ years of estimating experience within heavy civil, water/wastewater, or underground utility construction.
- Proven experience developing estimates for projects ranging from $5M to $100M+.
- Experience estimating one or more of the following:
- Water Treatment Plants
- Wastewater Treatment Plants
- Pump Stations
- Lift Stations
- Underground Utilities
- Large Diameter Pipeline Projects
- Civil Site Development
- Earthwork and Excavation
- Concrete Structures
- Public Infrastructure Projects
- Experience bidding municipal, state, federal, or design-build projects.
- Strong understanding of construction means, methods, and sequencing.
- Experience managing subcontractor outreach and vendor relationships.
- Knowledge of local Washington and Pacific Northwest construction markets preferred.
Qualifications Needed
- Bachelor's Degree in Construction Management, Civil Engineering, or related field preferred. Equivalent industry experience will be considered in lieu of formal education.
- Strong proficiency with estimating software such as HCSS HeavyBid, Bid2Win, Agtek, Bluebeam, or similar platforms.
- Ability to analyze plans, specifications, and technical project documents.
- Strong mathematical, analytical, and organizational skills.
- Excellent communication and presentation abilities.
- Ability to manage multiple bids and deadlines simultaneously.
- Thorough understanding of labor productivity, equipment costing, and construction scheduling.
- Knowledge of public works contracting and procurement processes.
- Valid driver's license and ability to attend site visits as needed.
