Position Summary
The Heavy Civil Construction Project Manager is responsible for leading construction projects from preconstruction through closeout. This role manages project scope, schedule, budget, safety, quality, subcontractors, owner communication, and field coordination to ensure projects are completed safely, profitably, and in accordance with contract requirements.
Key Responsibilities
- Plan, manage, and oversee 1-4 projects depending on size and complexity.
- Develop and maintain project schedules, budgets, forecasts, cost reports, production tracking, and resource plans.
- Cookordinate field operations with superintendents, foremen, crews, subcontractors, suppliers, inspectors, engineers, and owners.
- Review project plans, specifications, contracts, estimates, submittals, RFIs, change orders, and pay applications for accuracy and compliance.
- Monitor project performance and proactively resolve issues related to cost, schedule, quality, safety, permitting, materials, labor, and equipment.
- Lead project meetings and maintain clear, timely communication with clients, stakeholders, and internal leadership.
- Manage subcontractor scopes, procurement, commitments, performance, documentation, and closeout requirements.
- Ensure work is performed in accordance with company standards, contract documents, applicable codes, environmental requirements, and safety regulations.
- Promote a strong safety culture by supporting hazard identification, job hazard analyses, safety planning, incident prevention, and compliance with company safety policies.
- Identify risks and opportunities, develop mitigation plans, and support value engineering, claims prevention, and change management.
- Maintain accurate project documentation, including daily reports, meeting minutes, correspondence, logs, schedules, cost records, and closeout documents.
- Project financial management including job tracking and control, expedited and accurate billing, change order management and financial forecasting (monthly).
- Support estimating, bid reviews, constructability reviews, and transition from preconstruction to operations as needed.
Required Qualifications
- Minimum of 5 years of project management experience in heavy civil, highway, and bridge construction.
- Strong working knowledge of heavy civil construction methods, equipment, materials, sequencing, safety practices, and contract administration.
- Demonstrated ability to manage project budgets, schedules, subcontractors, production, documentation, and client relationships.
- Proficiency with Microsoft Office and construction management, scheduling, cost tracking, or estimating software.
- Excellent leadership, communication, negotiation, organization, and problem-solving skills.
- Able to read and interpret plans, specifications, contracts, schedules, and technical documents.
- Valid driver’s license and ability to travel to project sites as required.
- Able to lift and/or move up to 75 pounds.

Preferred Qualifications
- Bachelor’s degree in Construction Management, Civil Engineering, Construction Engineering, or a related field; equivalent field experience may be considered.
- Experience managing public works, DOT, municipal, federal, or large private infrastructure projects.
- Experience with Microsoft Project, HCSS, HeavyBid, HeavyJob, Bluebeam, or similar platforms.
- Knowledge of local permitting, environmental compliance, traffic control, erosion control, and quality assurance requirements.
