We need to output HTML fragment with sections: Use

for section headings: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections when posting has real specific content. We need to parse the posting. Job summary: description of role. Could be "About the role" or "Responsibilities". The posting includes "JOB SUMMARY:" with description of duties. Also "WHY JOIN OUR TEAM?" is more about culture, maybe not needed. "SALARY AND BENEFITS:" includes salary range and benefits details. Also "Experience and Training" includes qualifications. "Necessary Special Requirements" includes background check, work authorization, flexible schedule, hybrid work. Also "Selection Process" etc but we should remove application instructions, boilerplate, EEO, etc. Also remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. We need to preserve all substantive information. So we need to extract: - About the role: maybe a brief paragraph summarizing role: "Join our Human Resources team as a Healthcare Strategy Analyst and help drive innovative, data-powered solutions that strengthen the City’s healthcare programs. In this dynamic role, you’ll translate complex trends and analytics into strategic recommendations that improve plan design, elevate employee engagement and maximize community health resources. We’re looking for a proactive thinker who thrives on collaboration, clarity and impact." - Responsibilities: from JOB SUMMARY: list of duties: analysis, evaluation, development of healthcare cost-management strategies; research and data analysis to identify opportunities for cost containment; develop strategies and programs to improve utilization, expand cost-effective access, enhance value of benefits; provide strategic insights and recommendations to leadership; work collaboratively with vendors, providers, community partners; develop data-driven, effective and compliant initiatives aligned with City goals. We can format as
  • each duty. - Requirements/Qualifications: Experience and Training: Bachelor’s degree in public health, health administration, business administration or related field. Four years of work experience in healthcare analytics and employee benefits management. Demonstrated work experience analyzing healthcare claims data, cost drivers and benefits design. Experience with municipal or public sector benefits administration preferred. Background in population health or wellness program design preferred. Equivalent combination considered. Also Necessary Special Requirements: Employment contingent on passing a criminal background check; verification of ability to work in US; ability to work flexible schedule with occasional evening or weekend work; work performed primarily in-person; position may be eligible for hybrid work arrangement up to two days per week after initial training. We could combine into Requirements section (or Qualifications). The instruction says use headings like Requirements, Qualifications, Skills, Benefits, Pay, Schedule. We need to decide which sections to include based on content. We have Pay: salary range $8,278/month - $10,062/month, plus step increases etc. That's substantive. So we should include a Pay section. We have Benefits: detailed list: vacation leave, holidays, sick leave, medical/dental/vision insurance, life insurance, LTD, FSA, EAP, Washington State Retirement plan, optional 457/401a, leave accruals note. So Benefits section. Schedule: mention flexible schedule with occasional evening/weekend work, hybrid up to two days per week after training. Also work performed primarily in-person. So we can include Schedule section. Skills: maybe not explicitly listed; but we could infer from responsibilities: data analysis, healthcare claims, cost containment, strategic recommendations, collaboration. However we should not invent details. If not explicitly stated as skills, we should not create a Skills section. The posting does not have a explicit "Skills" bullet list. So we should omit Skills. Qualifications: we have Experience and Training; we could put that under Qualifications. Or Requirements. We need to avoid duplication. Let's decide: Use "Qualifications" for education/experience requirements. Use "Responsibilities" for duties. Use "Pay" for salary. Use "Benefits". Use "Schedule". Possibly also "About the role" for introductory paragraph. We must not repeat job title as heading. Already not. We must not include Job ID/requisition numbers. We must remove boilerplate: EEO, Fair Hiring Practices, Equal Opportunity, Selection Process details (like interview schedule, instructions to print copy, etc). Also remove "Closing Date/Time". Also remove "For more information, please review the job description." Also remove "You can find more details on our employment benefits page and labor agreements page." Also remove "Leave accruals are based on 1.0 FTE, accruals are pro-rated if part-time and require employees to be in paid status at least 120 hours/month." That's part of benefits but maybe we keep as part of benefits description? It's substantive about leave accruals. It's okay to keep. We need to preserve all substantive information. So we keep details about leave accruals. Now produce HTML fragment:

    About the role

Join our Human Resources team as a Healthcare Strategy Analyst and help drive innovative, data-powered solutions that strengthen the City’s healthcare programs. In this dynamic role, you’ll translate complex trends and analytics into strategic recommendations that improve plan design, elevate employee engagement and maximize community health resources. We’re looking for a proactive thinker who thrives on collaboration, clarity and impact.

    Responsibilities

    • Conduct analysis, evaluation and development of healthcare cost‑management strategies to support affordable, high‑quality healthcare.
    • Conduct research and data analysis to identify opportunities for cost containment and inform recommendations that balance cost, access, quality and outcomes.
    • Develop strategies and programs designed to improve healthcare utilization, expand cost‑effective access to care and enhance the overall value of benefits.
    • Provide strategic insights and recommendations to leadership and work collaboratively with vendors, healthcare providers, and community partners to advance organizational healthcare objectives.
    • Develop data‑driven, effective and compliant initiatives aligned with City goals.

    Qualifications

    • Bachelor’s degree in public health, health administration, business administration or related field.
    • Four years of work experience in healthcare analytics and employee benefits management.
    • Demonstrated work experience analyzing healthcare claims data, cost drivers and benefits design.
    • Experience with municipal or public sector benefits administration preferred.
    • Background in population health or wellness program design preferred.
    • An equivalent combination of education and experience sufficient to provide the knowledge, skills and abilities to successfully perform the essential functions will be considered.

    Pay

The current full salary range for this position is $8,278/month – $10,062/month. Employees receive step increases annually in accordance with the E‑Team Handbook and City policy. Placement within the range is based on qualifications and professional experience, with credit for advanced step placement (one additional pay step for each two full years of directly related experience beyond the minimum). For positions requiring a bachelor’s degree, one additional step may be granted for applicants with a master’s degree in a related field when the master’s degree is not required to meet minimum qualifications.

    Benefits

    • 13.33 hours of vacation leave per month, with increased accrual over time.
    • 12 paid holidays + 1 floating holiday per year.
    • 40 hours of sick leave upon hire + 8 hours accrued monthly.
    • Medical, dental, and vision insurance for employees and their families.
    • Life insurance and long‑term disability coverage.
    • Flexible spending accounts and medical insurance opt‑out program.
    • Access to an Employee Assistance Program (EAP).
    • Washington State Retirement plan (DRS) for retirement security.
    • Optional 457 deferred compensation savings plan and 401(a) Retirement Savings Plan with employer match.
    • Leave accruals are based on 1.0 FTE; accruals are pro‑rated if part‑time and require employees to be in paid status at least 120 hours/month.

    Schedule

Ability to work a flexible schedule with occasional evening or weekend work to attend meetings. Work is performed primarily in‑person. This position may be eligible for a hybrid work arrangement of up to two days per week after satisfying an initial training and orientation period.

We should also include the special requirements about background check and work authorization. Those are substantive; maybe include under Qualifications or a separate section like "Requirements". But we already have Qualifications covering education/experience. We could add a "Requirements" section for background check, work authorization, flexible schedule (but schedule already covered). However schedule already includes flexible schedule. Background check and work authorization are important. We could add them under Qualifications as additional bullet points, or under a separate "Requirements" section. The instruction says we can use headings like Requirements, Qualifications, Skills, Benefits, Pay, Schedule. So we could have both Requirements and Qualifications. But to avoid duplication, we could put background check and work authorization under Requirements, and keep Qualifications for education/experience. Let's do that. Thus:

    Requirements

    • Employment contingent on passing a criminal background check.
    • Verification of ability to work in the United States by date of hire.
But we also have "Ability to work a flexible schedule with occasional evening or weekend work" which we already put in Schedule. Could also mention hybrid eligibility. We should ensure we don't duplicate schedule details. We'll keep schedule as described. Now check for any other substantive info: "Selection Process**You are encouraged to print a copy of this job announcement for your reference as the process moves along**" etc - remove. "Equal Opportunity" etc - remove. "Fair Hiring Practices" - remove. "Closing Date/Time" - remove. "For more information, please review the job description." - remove. "You can find more details on our employment benefits page and labor agreements page." - remove. Now ensure we haven't missed any substantive info: The "WHY JOIN OUR TEAM?" paragraph about culture could be considered substantive but not under any heading; maybe we could incorporate into About the role? But it's more about organizational values. The instruction says preserve ALL substantive information. So we should include that somewhere. Could add a paragraph under About the role or maybe a separate section like "About the City". But we only have allowed headings list; we could add a section like "About the team" but not in list. However we could incorporate into About the role paragraph. The "WHY JOIN OUR TEAM?" is about team values, could be added to About the role. Let's merge: After the initial role description, add a sentence about team values: "Joining the City of Bellingham means becoming part of a team that believes our greatest impact comes from working together with purpose, humility and a shared commitment to the community." etc. That is substantive. Thus About the role paragraph becomes longer. Let's craft:
