Health Systems Program Manager (Business Analyst III)
About the role
The Fairfax County Health Department is the largest public health department in Virginia, serving 1.2 million residents from diverse ethnic, cultural, and economic backgrounds throughout Fairfax County, as well as the cities of Fairfax and Falls Church and the towns of Herndon, Vienna, and Clifton. With more than 100 years of leadership in the public health field, the department is committed to protecting, promoting, and improving the health and quality of life for all in the community.
This position serves as the agency’s Health Systems Program Manager for assigned health department software applications, including electronic health record systems, disease surveillance platforms, and other clinical and public health related solutions. The role functions as a team lead, providing direction, mentoring, and governance for a cross‑functional team responsible for delivering, sustaining, and optimizing health information systems.
The incumbent supports project and portfolio management activities for public health technology initiatives across the agency, including coordinating planning, prioritization, resource alignment, risk management, and performance reporting for multiple systems and projects. The position ensures that assigned systems align with agency strategy, regulatory requirements, and operational needs across their full lifecycle. As a project lead, the incumbent guides system requirements gathering, solution design, configuration, and implementation of Commercial Off‑the‑Shelf (COTS) software packages. Responsibilities include documenting and implementing system configurations, coordinating project plans and milestones across vendors, department staff, and county partners, and providing timely communications and updates to internal leadership as well as external state and federal partners. Duties also include cost management, vendor and stakeholder engagement, requirements prioritization, and oversight of project deliverables, schedules, and quality expectations.
In alignment with a product management mindset, this position supports divisions and programs in understanding how to manage their implemented solutions across the full lifecycle — planning, implementation, operations, maintenance, upgrades, and eventual system transition or replacement. This includes assessing user needs, ensuring adoption and effective use, evaluating enhancement requests, and supporting continuous improvement of systems to meet evolving public health program goals. The role researches solution options and participates in evaluation efforts for future software capabilities, ensuring alignment with agency business needs and county IT standards. The position reports to the Informatics and IT Manager and, under the direction of the Public Health Informatics and IT Director, collaborates with the Department of Information Technology to evaluate technical options, obtain necessary approvals, and ensure appropriate integration with enterprise systems across Fairfax County and partner Human Services agencies.
