The Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate, and maintain express lanes on Interstate 66 Outside the Beltway. The project aims to relieve congestion, improve safety, and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29).

This project includes three toll-free general-purpose lanes in each direction and two express lanes in each direction with an advanced open-road electronic toll collection system. It also features expanded transit service, park-and-ride lots, and interchange enhancements to improve travel along I-66. Additionally, it connects several shared use paths to enhance multimodal options. As an innovative and efficient public-private partnership, the project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description

Summary: The Health, Safety, Environmental (HSE) Manager will develop and implement company HSE programs, ensuring compliance with local, state, and federal regulations.

  • Manage safety programs, compliance plans, and initiatives related to the I-66 Safety Plan.
  • Review and analyze the effectiveness of the safety and health program; conduct relevant audits to ensure compliance.
  • Support the CEO and HSEQ Director in implementing effective policies, procedures, and initiatives.
  • Evaluate contractual Environmental requirements and environmental regulations to ensure compliance.
  • Mentor safety team members.
  • Manage the safety management system.
  • Manage the confined space permit program.
  • Facilitate various meetings and support training requirements.
  • Conduct safety reporting and inspections.
  • Investigate and document all occupational injuries and illnesses.
  • Support case management of all occupational injuries/illness.
  • Monitor DOT drug and alcohol testing and ensure compliance with DOT regulations and company policy.

Qualifications

  • Bachelor’s degree in Occupational Safety, Environmental Sciences, or related field or equivalent combination of education and experience.
  • 7-10+ years of experience in combination of EPA, OSHA, DOT, program management, and people management.
  • Knowledge of federal, state, and local regulations, including EPA, OSHA, DOT, DOL, WC, and other industry standards and best management practices.
  • Experience becoming an OSHA Authorized Outreach trainer by completing OSHA 510 and OSA 500 within 2 years.
  • Knowledge of OSHA reporting requirements.
  • Knowledge of RCA methodologies.
  • Knowledge in ISO 45001:2018.
  • Ability to maintain a valid drivers license.
  • Willingness to work on-call periodically, including evenings or weekends.
  • Ability to work with people in a culturally diverse environment.
  • Ability to multitask, prioritize, and implement innovative processes within a fast-paced environment.

Essential Duties and Responsibilities

Develop and Implement Safety Programs: Manage the maintenance and implementation of safety programs, compliance plans, and initiatives related to the I-66 Safety Plan to ensure a safe, healthy, and secure work environment.

Compliance and Audits: Assess and identify issues by reviewing and analyzing the effectiveness of the safety and health program; review Safety Plan documentation; conduct relevant audits to ensure compliance.

Policy and Procedure Implementation: Directly support the CEO and HSEQ Director to implement effective policies, procedures, and initiatives. Understand and influence company strategy related to HSE compliance and program implementation.

Training and Mentorship: Evaluate contractual Environmental requirements and environmental regulations to ensure compliance; mentor safety team members; manage the safety management system; manage the confined space permit program; facilitate various meetings; support training requirements; conduct safety reporting; onboard new hires; conduct periodic safety inspections; investigate and document all occupational injuries and illnesses; support case management of all occupational injuries/illness; monitor DOT drug and alcohol testing; ensure compliance with DOT regulations and company policy.
