HEALTH FACILITIES EVALUATOR, NURSING / EMERGENCY APPOINTMENT HOMELESSNESS

About the role

The County of Los Angeles Department of Public Health is seeking qualified candidates to fill emergency Health Facilities Evaluator, Nursing vacancies related to the homelessness crisis. The position involves conducting surveys, investigating, and inspecting hospitals, skilled nursing facilities, and related health care facilities to enforce licensing and certification requirements.

Responsibilities

• Conducts surveys of hospitals, skilled nursing facilities, clinics, and other providers in accordance with State, Federal, and local laws, regulations, and departmental guidelines.
• Evaluates adequacy of patient care through direct observation, inspecting the physical premises, reviewing patient and staff personnel records, and requesting and evaluating reports from consultants.
• Makes detailed inspections and evaluations in each patient care area, including assessing nursing service, dietary, pharmaceutical, medical records, social services, and ethical practices.
• Reviews the adequacy and training of nursing personnel and other ancillary health care staff.
• Evaluates the adequacy of all patient care services provided to patients.
• Reviews the organization of health care facilities to determine staffing adequacy and emergency needs.
• Evaluates the completeness and appropriateness of medical record documentation.
• Assesses the ability of the administrator to handle accountability and responsibility of running a health care facility.
• Serves as an expert witness in criminal or civil actions against health care facilities and testifies on adequacy of services.
• Analyzes survey data and recommends approval or disapproval of licenses and certifications.
• Initiates action to secure compliance by gathering evidence against violators, preparing reports, and testifying in court, hearings, and other legal proceedings.
• Issues citations subject to civil penalties.
• Coordinates personnel for team surveys or facility evaluations.
• Participates in in-service training programs and training of Health Facilities Evaluator Trainees.

Requirements

• Option I: Two (2) years of experience as a Registered Nurse, including one year of experience in a hospital.
• Option II: One (1) year of experience as a Health Facilities Evaluator Trainee.
• A license to practice as a Registered Nurse issued by the California Board of Registered Nursing.
• A current certification issued by the American Heart Association's Basic Life Support (BLS) for Healthcare Providers (CPR & AED) Program.
• A valid California Class C Driver License or the ability to utilize an alternative method of transportation.

Physical Class

Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Prior Experience

To qualify under Option I, you must hold or have held the payroll title of Health Facilities Evaluator Trainee.
