About the role

The Health Care Surveyor 2 (HCS 2) conducts and participates in federal and/or state surveys and surveillance activities at various health care facilities throughout the MARO region to determine compliance with federal and state regulations. Responsibilities include preparing Statements of Deficiency using Principles of Documentation, reviewing and approving Plans of Correction within required timeframes, reviewing facility policies and procedures for Certificate of Need, and conducting onsite pre-opening surveys for licensure.

Qualifications

Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent, competitive service as a Health Care Surveyor 2 (Nursing), SG20, and eligible to transfer under Section 70.1 of the NYS Civil Service Law or current NYS employee with one year of permanent or contingent-permanent, competitive service in a title SG18 or higher and able to meet the non-competitive minimum qualifications listed below.

Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

• A bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience.
• A master's degree in nursing can substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications

• Professional experience as an RN in an acute care setting.
• Familiarity with the hospital surveillance process and State and Federal Laws and Regulations.
• Highly motivated with excellent interpersonal, critical thinking, organizational, and problem-solving skills.
• Ability to function independently and work as a member of a team.
• Strong prioritization and multitasking abilities.
• Scheduling expertise.
• Strong knowledge of databases and computer literacy.
• Excellent writing and editing skills.
• Ability to effectively interpret laws and regulations governing health care facilities and providers in New York State.
