Role Purpose
Fnality US will be the newest entity within the Fnality Global Payments ecosystem, the operator of a new regulated payment system for the United States of America. This is a foundational leadership role with broad influence, working in close partnership with the Head of Fnality US and senior stakeholders across Fnality’s international footprint.
Key Responsibilities
- Serve as the executive owner for all risk and compliance activities within Fnality US
- Provide strategic leadership shaping the organisation’s risk, compliance, and resilience strategy as the USD FnPS grows
- Partner closely with the Head of Fnality US on entity strategy, regulatory engagement, and external stakeholder management
- Establish and lead the US risk governance structure (e.g., Risk section of the Audit & Risk Committee, policy frameworks, reporting, with a direct reporting line to the Fnality US Audit & Risk Committee)
- Deploy and operate the Fnality US Risk Management Framework, covering identification, assessment, treatment, monitoring, and reporting
- Lead the oversight of incident management, operational events, and control effectiveness
- Ensure compliance with regulatory requirements related to cyber security, technology risk, and operational resilience for FMIs
- Develop and maintain BSA/AML and financial crime frameworks appropriate for a regulated FMI
- Oversee AML/KYC standards, transaction monitoring design, suspicious activity management, and reporting obligations
- Advise the Board and senior leadership on emerging financial crime risks and regulatory expectations
- Act as a senior counterpart to the Federal Reserve and relevant US regulators, supporting the Head of Fnality US in strategic regulatory relationships
- Ensure high-quality, transparent reporting to regulators and the Fnality US Board
- Represent Fnality US within global risk and compliance forums across the Fnality ecosystem
- Cross-Jurisdiction & Ecosystem Collaboration
- Coordinate with other Fnality legal entities to ensure cross-jurisdictional alignment of risk and compliance practices
- Support the development of new use cases (e.g., PvP with other Fnality Payment Systems, DvP with partner platforms), managing related partnership risk
- Double hat as an active senior member of the Group Risk function, contributing to that team objectives and deliverables.
Required Competencies
- Operate at senior level, partnering closely with the Head of Fnality US and reporting to the Board
- Build a strong, embedded risk and compliance culture across a new organisation
- Design and implement the integrated risk, operational resilience, and BSA/AML frameworks for Fnality US
- Provide authoritative guidance on regulatory expectations for FMIs, including cyber and operational resilience
- Build Fnality US’s external credibility through confident, proactive engagement with US regulators
- Collaborate with global colleagues to maintain consistent cross-jurisdictional risk and compliance standards
Required Skills and Experience
- Extensive senior leadership experience in risk management or compliance within FMIs, banking, or financial services
- Demonstrated ability to operate in a regulated environment, ideally including direct experience with the Federal Reserve or other relevant regulators
- Prominent experience engaging at Board and C-suite level
- Strong understanding of US regulatory frameworks for FMIs, including cyber, operational resilience, and payments regulation
- Direct experience designing and managing BSA/AML and financial crime programmes
- Experience working in fintech, start-ups, or other high-growth, fast-evolving environments is highly desirable
- Knowledge of wholesale payments, distributed ledger technologies, and cyber security is preferred
