Core Responsibilities

  • Serve as the principal financial executive and strategic finance partner to the CAO, senior leadership team, the DataCT Board, and the CT Plan Operating Committee.
  • Define and execute the long-range financial plan, capital plan, and operating model for DataCT, including transition from outsourced to in-house steady state by April 2027.
  • Translate regulatory, market-structure, and operational developments into financial strategy, scenario analysis, and Board-level recommendations.

Financial Reporting and Accounting

  • Own the monthly, quarterly, and annual close for DataCT LLC, delivered in accordance with U.S. GAAP.
  • Produce the Board financial package and the CT Plan Operating Committee financial reporting package on cadence, with executive-level commentary on performance, drivers, and risks.
  • Oversee general ledger integrity, intercompany, related-party, and manual-entry governance, with specific attention to DataBP LLC related-party transactions.

Revenue Allocation System and Participant Distributions

  • Hold executive accountability for the Revenue Allocation System (RAS) calculations that drive quarterly participant distributions under the CT Plan.
  • Ensure accuracy, auditability, and on-time delivery of participant allocations, including review and sign-off of RAS outputs prior to disbursement.
  • Document RAS methodologies, governance, and control attestations in coordination with Legal, the Operating Committee, and external audit.

Tax, Treasury, and Statutory Compliance

  • Direct U.S. federal, state (including New York), and local tax strategy and compliance, including the implications of DataCT’s C-corporation tax election and cross-border ownership via Vondelpark Capital BV (disregarded entity).
  • Own treasury, cash, and banking functions, including fee collection, participant disbursement, subcontractor payments, liquidity management, and counterparty risk.
  • Coordinate with Deloitte Tax and external counsel on structuring, transfer pricing, and regulatory tax positions.

Controls, SOX, SOC, and Audit Coordination

  • Design, implement, and operate SOX-style and Reg SCI-aligned financial controls appropriate to a market-infrastructure entity.
  • Lead external audit coordination as the executive sponsor for SOC 1, SOC 2, and financial-statement audit engagements.
  • Manage independence certifications for Deloitte Accounting & Tax and other financial subcontractors.
  • Partner with the Head of Legal, Risk & Compliance on enterprise risk management, control remediation, and integrated risk reporting to the Board.

Financial Planning, Analysis, and Decision Support

  • Build and own the DataCT operating budget, multi-year financial model, cost-to-serve analysis, and capital plan (including insurance coverage alignment with the Head of Legal, Risk & Compliance).
  • Lead FP&A, providing decision support to the CAO, leadership team, and Board on resource allocation, build-vs-buy, vendor selection, and operating model evolution.
  • Prepare scenario and contingency financial models for regulatory, subscriber, or market-structure disruption.

Revenue Operations, Billing, and Receivables

  • Provide executive oversight of revenue operations, including billing accuracy, accounts receivable, collections, MISU financial treatment, and delinquency accounting.
  • Partner with Operations and Licensing & Relationship Management on dispute resolution and revenue assurance.
  • Coordinate with Deloitte Accounting & Tax during transition and establish the steady-state in-house A/R and collections function.

Organizational Leadership and Function Build

  • Architect, hire, develop, and lead the Finance function across Controllership, FP&A, Tax & Treasury, and Revenue Operations.
  • Transition activities currently performed by Deloitte into a steady-state, in-house DataCT finance operating model by April 2027, including selection and implementation of ERP, billing, FP&A, and BI platforms.
  • Set the standard for financial integrity, transparency, and operational discipline across the organization, and mentor a market-data-aware finance organization over time.

Key Performance Indicators

  • On-time close; clean audit opinions; SOX, SOC, and Reg SCI control effectiveness.
  • Timeliness, accuracy, and auditability of quarterly participant distributions.
  • Budget-to-actual discipline and forecast accuracy across the multi-year plan.
  • Days sales outstanding and collection effectiveness.
  • Timely delivery of Board and Operating Committee financial packages and executive-level commentary.
  • Successful transition from outsourced (Deloitte) to in-house finance operating model by April 2027.

Qualifications

  • Eighteen or more years of progressive finance leadership, including prior service as a Head of Finance, VP Finance, CFO, or comparable executive finance role with full functional ownership.
  • CPA strongly preferred; advanced degree (MBA, MS Accounting, or equivalent) a plus.
  • Demonstrated track record of standing up or transforming finance functions from outsourced or interim arrangements to a steady-state, in-house operating model.
  • Executive experience in regulated, multi-entity, financial services, exchange/SRO/SIP, or other market-infrastructure environments preferred; equivalent experience in regulated industries with comparable governance and controls expectations will be considered.
  • Familiarity with U.S. market data administration concepts (licensing, vendors, subscribers, usage reporting, billing) at a general-awareness level (M1) is acceptable; deeper market data domain knowledge will be developed in role and via the broader DataCT team.
  • Demonstrated success engaging with boards, audit committees, regulators, auditors, and external stakeholders.

Skills and Competencies

  • Executive financial leadership; Board, Operating Committee, and audit-committee communication.
  • Strategic finance: long-range planning, capital allocation, scenario analysis, and operating-model design.
  • SOX, SOC, and Reg SCI control design, testing, and remediation in a market-infrastructure context.
  • Complex revenue-allocation, billing, and receivables operations.
  • Tax planning and cross-border entity structuring awareness.
  • Building and leading high-performing finance teams; selecting and implementing finance technology.

Tools and Systems

  • ERP / general ledger (NetSuite, Workday Financials, or equivalent), billing and revenue systems, FP&A tools (Adaptive, Anaplan), BI (Power BI, Tableau), CLM integrations, Microsoft 365.

Location Requirement

This position requires regular, in-person physical presence at DataCT’s principal offices in New York City. DataCT’s core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.

Compensation and Benefits

  • Base Salary Range - $300,000-330,000 (commensurate with experience, qualifications, skills, education, internal equity, and market data).
  • Eligible for performance-based incentives consistent with the role level.
  • Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

About DataCT

DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
