About the role

The HCV Financial Compliance Specialist will provide technical, financial, and analytical expertise in HUD Contract payments. This position will also be responsible for utilizing a QA program that focuses not only on the quality of the program, but also fosters a “quality culture,” in which all employees become actively engaged in continuous improvement.

Responsibilities

  • Approve rent subsidy payments to landlords, local housing authorities (PHAs) and tenants
  • Work with PHAs to track activity and pay subsidy for tenants that have moved to those areas
  • Portability Processing from PHAs
  • Monitor and Track Repayment Agreements
  • Set up landlord information in computer system
  • Generate HUDs income and tenant information system reports
  • Quality control of tenant certifications and HCV processes outlined in the HCV Plan
  • System Administrator for MyHousing Landlord Portal
  • Respond to landlord and tenant calls
  • Assist auditors with file/documentation requests during audits
  • Develop and update financial forms, procedures, and manuals
  • Stay current on internal and external policies and regulations
  • Other duties as assigned

Working Conditions

Fast paced environment with multiple priorities, interruptions & deadlines. MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm. A hybrid schedule may be considered, if appropriate, after 6 months employment.

Requirements

  • Education and a minimum of two years of experience working in a financial role is preferred.
  • Certified Occupancy Specialist (COS) Training (or within 12 months of hire)

Skills

  • Strong financial analysis and auditing skills
  • Strong project management, time management, and organizational skills
  • Strong PC skills using various software (spreadsheet, word processing, database)
  • Ability to establish and maintain good working relationships with business partners
  • Experience communicating effectively in front of groups
  • Excellent communication skills – oral, written, listening
  • Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues

Pay

The salary range for this position is $42,589 - $60,821. All new employees will start at the hourly rate of $20.4754 ($42,589 annually), unless otherwise agreed to by MaineHousing.
