HCV Financial Compliance Specialist

About the role
The HCV Financial Compliance Specialist will provide technical, financial, and analytical expertise in HUD Contract payments. This position will also be responsible for utilizing a QA program that focuses not only on the quality of the program, but also fosters a “quality culture,” in which all employees become actively engaged in continuous improvement.
Responsibilities
- Approve rent subsidy payments to landlords, local housing authorities (PHAs) and tenants
- Work with PHAs to track activity and pay subsidy for tenants that have moved to those areas
- Portability Processing from PHAs
- Monitor and Track Repayment Agreements
- Set up landlord information in computer system
- Generate HUDs income and tenant information system reports
- Quality control of tenant certifications and HCV processes outlined in the HCV Plan
- System Administrator for MyHousing Landlord Portal
- Respond to landlord and tenant calls
- Assist auditors with file/documentation requests during audits
- Develop and update financial forms, procedures, and manuals
- Stay current on internal and external policies and regulations
- Other duties as assigned
Working Conditions
Fast paced environment with multiple priorities, interruptions & deadlines. MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm. A hybrid schedule may be considered, if appropriate, after 6 months employment.
Requirements
- Education and a minimum of two years of experience working in a financial role is preferred.
- Certified Occupancy Specialist (COS) Training (or within 12 months of hire)
Skills
- Strong financial analysis and auditing skills
- Strong project management, time management, and organizational skills
- Strong PC skills using various software (spreadsheet, word processing, database)
- Ability to establish and maintain good working relationships with business partners
- Experience communicating effectively in front of groups
- Excellent communication skills – oral, written, listening
- Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues
Pay
The salary range for this position is $42,589 - $60,821. All new employees will start at the hourly rate of $20.4754 ($42,589 annually), unless otherwise agreed to by MaineHousing.
