Job Description

Crowe is seeking an experienced and dynamic Government Consultant to join our growing public sector consulting practice. This role offers an exciting opportunity to lead and contribute to impactful projects that help government clients modernize their Human Capital Management (HCM) and payroll systems. The ideal candidate will bring a strong background in management consulting, a passion for solving complex business challenges, and the ability to lead teams and drive results.

Key Responsibilities

  • Collaborate with public sector clients to design and implement solutions that improve business processes and address organizational challenges.
  • Analyze business operations and develop actionable recommendations for improvement.
  • Facilitate stakeholder meetings, interviews, and workshops to gather business and technical requirements.
  • Deliver high-quality written reports, process documentation, and engaging client presentations.
  • Support clients with analytical research to align policies, procedures, and business needs with configured functionality.
  • Apply Agile methodology to write user stories, plan and monitor development and deployment progress, and demonstrate delivered functionality.
  • Support testing and reconciliation from the functional / business process perspective.
  • Work closely with project managers to ensure projects are completed on time and within budget.
  • Support proposal development, client relationship management, and business development efforts.

Required Qualifications

  • Undergraduate degree and a minimum of 5 years of professional experience performing technology project business analysis.
  • In-depth knowledge of HR/Payroll processes.
  • Prior experience working on HCM technology implementation projects or implementing payroll or HCM software.
  • Prior experience using ALM software (JIRA, DevOps, ELM).
  • Strong experience working with public sector clients.
  • Strong analytical thinking, attention to detail, and quantitative skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite (Word, Excel).
  • Self-motivated, flexible, and capable of working both independently and collaboratively.
  • A consistent record of delivering high-quality work under tight deadlines.

Preferred Qualifications

  • Professional experience as a management consultant.
  • Current certification in one or more of the following: CBAP, CSM, PMI-PBA, or PMP.
  • Experience working on large projects (100k+ employees, multi-year implementations).
  • Experience working with enterprise-level government systems and public sector project lifecycles.
