HBITS-08-15011-Project Manager-Expert

The candidate will be responsible for managing projects involving the update and implementation of new systems, software, hardware, and data management. A key focus is leading the rewrite of the existing ATA application to .NET, including a scheduling mechanism, for the Office of Mental Health (OMH).

Responsibilities

• Use project management tools (Microsoft Word, Excel, Project, Visio) to share staff assignments, track project status, and determine time estimates.
• Apply project management methodology and documentation to maintain project plans, facilitate required meetings, and demonstrate application development progress.
• Provide regular status reports detailing metrics, progress, and mitigation strategies to the Department of Budget, OMH, and other inter‑office agencies.
• Partner with the Business Analyst to elicit, document, and communicate business requirements from owners and key stakeholders.
• Coordinate development of test plans and testing with the Project Technical Lead.
• Act as facilitator and primary project manager for multiple OMH business projects, including application implementations and infrastructure changes.
• Report status of current tasks and outstanding issues to the supervisor.
• Adhere to all NYS Project Management directives and processes.

Requirements

• 84+ months (7 years) of experience managing projects from initiation through closeout, maintaining budgets, schedules, scope, status reports, communication plans, and quality standards.
• 84+ months of experience as a liaison between requesting entities (government agencies or private companies) and vendors from requirements gathering through implementation.
• 60+ months of experience working with architecture and infrastructure teams to understand technical requirements for integration of central server and facility systems and related networking.
• 48+ months of project management experience leading projects with direct stakeholder involvement at state‑government director level and above.
• 36+ months of experience managing AI‑related projects, including engagement with vendors such as Amazon and Google.
• 36+ months of experience managing projects involving Application Programming Interfaces (APIs) and other data‑exchange interfaces.
• 24+ months of experience facilitating requirement sessions to ensure requirements are understood, conveyed, and met.

Qualifications

• Bachelor’s Degree.
• Project Management Professional (PMP) certification.

Skills

• Proficiency with Microsoft Word, Excel, Project, and Visio.
• Strong project management methodology and documentation skills.
• Ability to produce status reports and communicate with multiple agencies.
• Experience coordinating test plans and working with technical leads.
• Knowledge of NYS Project Management directives and processes.
