This position supports the NYS Tax Modernization initiative, specifically the LiFT Program, which involves multiple projects for remediating legacy applications within the NYS Department of Taxation and Finance—a key agency responsible for billions in state revenue.

Responsibilities

• Guide the technical design for modernization of legacy systems.
• Coordinate technical solutions among various technical support groups.
• Implement real-time changes across multiple systems to fulfill user group requests.
• Develop and maintain tax processing system components.
• Support production tasks, including issue analysis, proposing solutions, and defect resolution.
• Coordinate with the development team on activities and integration testing.
• Develop technical design documents and program specifications.
• Lead requirements gathering sessions and analyze system design work.
• Code, perform unit and integration tests, and write/tune SQL.
• Support user testing efforts and performance-tune applications.
• Mentor less experienced staff.

Qualifications

• Mandatory: 84+ months of experience as a Software Developer, involved in all facets of the software development lifecycle (research, design, programming, testing, and implementation). Candidate must be able to guide large teams and/or possess extensive industry experience at an expert level.
• Requested:
  • 84 months of experience with .NET technologies, including ASP.NET, MVC, Blazor, and REST services, with a focus on building client/web applications and services.
  • 84 months of experience in database and application integration with SQL Server, including performance tuning and integrating .NET/Blazor with Power Platform solutions.
  • 24 months of experience with a government taxation organization, covering business knowledge, technical design, development, maintenance, and support of complex tax return processing systems.
  • 60 months of experience in cloud and server management, including Azure services, Windows Server setup/configuration, and IIS management (e.g., X.509 and SSL certificates).
  • 24 months of experience with the Microsoft Power Platform, developing Canvas applications, Power Automate flows, and Custom Connectors.
  • 60 months of experience in collaboration and version control, including DevOps practices, GitHub for source control, and Jira for agile development and defect tracking.
