About the Role

This resource will act as an Expert Project Manager for the DOT Transportation Safety Management and Operations (TSMO) Technology Program, overseeing and coordinating multiple related IT and OT projects to achieve larger strategic business objectives. The role is responsible for the successful execution of a portfolio of projects that collectively achieve significant strategic outcomes, ensuring synergy, efficiency, and alignment across both IT and OT domains while working with cross-functional teams. This position champions project management principles while navigating the unique complexities and safety-critical nature of transportation technologies.

Responsibilities

  • Project Planning and Strategy
    • Define project scope and objectives, aligning IT/OT projects with organizational strategies and transportation needs.
    • Develop comprehensive project plans, including work breakdown structures (WBS), timelines, resource allocation, budget forecasts, and risk management strategies.
    • Identify and engage stakeholders (e.g., transportation agencies, IT departments, OT engineers, vendors, public users) and establish effective communication channels.
    • Evaluate and recommend IT and OT technologies based on integration capabilities, scalability, security, reliability, and cost-effectiveness for TSMO applications.
    • Gather and document detailed functional and non-functional requirements for IT and OT systems, ensuring operational needs and regulatory compliance.
    • Develop business cases and conduct ROI analysis to justify project investments.
  • Project Execution and Management
    • Lead and motivate cross-functional project teams, including IT professionals, OT engineers, software developers, system integrators, and subject matter experts.
    • Allocate and manage human resources, equipment, and materials to meet project objectives within budget and schedule.
    • Monitor project expenditures, manage budgets, and implement cost-control measures.
    • Develop and maintain project schedules, track progress, identify potential delays, and implement corrective actions.
    • Identify, assess, and mitigate project risks, developing contingency plans for potential issues.
    • Establish and enforce quality standards for all project deliverables, ensuring performance, reliability, and security requirements are met.
    • Oversee the selection, contracting, and performance of third-party vendors and suppliers involved in IT/OT solutions.
    • Implement a structured change management process to assess, approve, and implement changes to project scope, schedule, or budget.
  • IT/OT Integration and Operations
    • Facilitate integration between IT systems (e.g., data management, analytics, communication platforms) and OT systems (e.g., traffic signals, sensors, control systems).
    • Ensure cybersecurity principles and best practices are integrated into IT and OT project designs and implementations, addressing unique vulnerabilities of OT environments.
    • Oversee the collection, storage, processing, and analysis of data generated by TSMO systems to support decision-making and operational improvements.
    • Establish metrics and processes for monitoring the performance and reliability of integrated IT/OT systems.
    • Ensure systems are fully tested, documented, and ready for deployment and ongoing operation.
  • Communication and Reporting
    • Provide regular project status reports, both verbal and written, to senior management, stakeholders, and project teams.
    • Organize and facilitate project meetings, discussions, and action items.
    • Address and resolve conflicts among team members or stakeholders.
    • Maintain comprehensive project documentation, including plans, reports, meeting minutes, and technical specifications.
  • Domain Expertise and Continuous Improvement
    • Stay abreast of emerging IT and OT technologies relevant to TSMO, including IoT, AI/ML, cloud computing, cybersecurity, and communication protocols.
    • Continuously evaluate project processes and methodologies to identify areas for improvement and implement best practices.
    • Conduct post-project reviews to capture lessons learned and apply them to future projects.

Requirements

  • Mandatory Qualifications
    • Bachelor’s Degree in Computer Science, Information Technology, or a related field.
    • Project Management Professional (PMP) certification.
    • 84+ months of experience as an expert-level Project Manager, capable of providing guidance to large teams and/or possessing extensive industry experience.
  • Requested Qualifications
    • 84 months of experience in program and project planning and execution with changing project requirements.
    • 84 months of experience managing projects involving IT and OT integration and operations, preferably in the transportation sector, including cross-functional teams (business, technical, security, and vendor).
    • 72 months of experience managing projects specific to transportation operations, traffic management, and intelligent transportation systems (ITS).
    • 72 months of experience in stakeholder management and communication, including developing stakeholder engagement plans, conflict resolution, documentation management, and regular reporting.
    • 60 months of experience with performance measurement and reporting.
    • 60 months of experience in process improvement evaluation and identification, including project processes, methodologies, and post-project reviews.
    • 48 months of experience in IT infrastructure and OT systems, including cybersecurity principles and best practices in each.
