About the Role

This position is for an expert Business Analyst who will provide expertise in the development and support of Dedicated Support Agency (DOCCS) applications. These applications are both legislatively mandated and critical to the successful support of the agency and public safety.

Responsibilities

• Work with end users to review/analyze existing workflows, reports, documentation, or system artifacts to document business/system requirements and processes.
• Participate in business user and stakeholder meetings for requirements gathering sessions.
• Develop, write, and maintain detailed, comprehensive, and well-organized functional documents such as use cases/user stories, process models/flow diagrams, and screen mock-ups according to ITS standards.
• Perform analysis of statistical report needs, document the requirements, and design the reports.
• Develop or maintain detailed test plans, test cases, and test scripts from documented system requirements utilizing Quality Center.
• Execute functional and system tests, including regression tests, using manual and automated testing tools, and record results using HP ALM/Quality Center.
• Identify and document application defects and track them to resolution, performing retesting as required.
• Identify and document deficiencies in system documentation (e.g., missing or ambiguous requirements) found during the testing process.
• Ensure appropriate test coverage by mapping system requirements to test cases.
• Develop or maintain training or user acceptance testing plans and Tier 1 support guides.
• Interact with ITS staff, business users, and stakeholders to determine and implement functional and technical requirements.
• Participate in status meetings and provide weekly reports.
• Provide knowledge transfer to state staff to implement and support the system.

Qualifications

• 84+ months of experience as a Business Analyst, analyzing organizations or business domains, documenting processes or systems, and producing distinct deliverables for solutions.
• 84 months of experience eliciting/extracting detailed business requirements from customer/project stakeholders or system artifacts.
• 84 months of experience obtaining and writing business, user, and functional requirements, use cases, process models, workflows, screen mock-ups, report mock-ups, and technical documents with attention to detail.
• 60 months of experience developing/maintaining test plans and detailed test cases, executing tests, validating results, and logging/tracking defects.
• 36 months of experience using HP Quality Center.
• 24 months of experience designing user interfaces using tools such as Balsamiq or equivalent.
