Government Compliance Manager

Position Summary

The Manager of Government Compliance is responsible for leading a team of compliance analysts and ensuring the company's government compliance efforts across multiple business units and sectors within the Aerospace & Defense (A&D) industry. The Manager will provide strategic guidance and oversight to the team of analysts, ensuring compliance with federal regulations and company policies. The Manager will oversee a team of compliance professionals dispersed across multiple sites, providing guidance, oversight, and strategic direction to ensure compliance with federal regulations and company policies. The Manager's role is critical in mitigating the risk of regulatory gaps, contract remedies, and reputational harm.

Key Responsibilities

Risk Assessments, External Audits & Government Coordination

• Primary Government Interface: Serve as the Primary Point of Contact (POC) for Government Management, collaborating with government officials to resolve complex technical issues.
• Audit Oversight & Escalation: Provide oversight for daily interactions between compliance analysts and assigned auditors; serve as the first level of escalation for conflict resolution, technical disputes, or sensitive audit findings.
• Forward Pricing Rate Proposal (FPRP) & Incurred Cost Submission (ICS) Support: Support development and maintenance of FPRP and ICS; ensure methodologies used for rate evidence are transparent, compliant, and tied out to underlying financial data.
• Home Office Allocation: Oversee preparation and submission of Home Office Allocations; ensure methodologies are compliant with regulatory requirements.
• EO Monitoring: Track Executive Order (EO) related contract clauses and monitor underperformance thresholds to prevent contract remedies.

Business Systems & Submissions Governance

• Business Systems Oversight: Oversee maintenance and operational effectiveness of Government Business Systems through internal reviews.
• Supplier Cost Analysts & Price Analysis: Manage a team performing FAR Part 15 supplier cost analysis; ensure analyses are accurate, complete, and compliant with FAR/DFARS requirements.
• TCoPD Framework Oversight: Ensure Truthful Cost or Pricing Data (TCoPD) compliance processes—including price sweeps and BOE traceability—are correctly implemented.
• Profit & Fee Strategy Support: Oversee development of defensible profit and fee support for major negotiations; ensure economic factor rationales protect desired margin.

Document Control & Policy Training

• Document System Governance: Oversee maintenance of the SharePoint document control system to ensure alignment with AS9100 and internal processes across the A&D enterprise.
• Enterprise-Wide Training Strategy: Develop and implement a comprehensive training program for all personnel involved in federal contract processes.
• Process Optimization: Lead redesign and automation of compliance controls to reduce organizational risk and improve operational cycle times, leveraging technologies such as Artificial Intelligence (AI) and data analytics.

Minimum Requirements

Education & Experience

• Education: Bachelor’s degree in business administration, Accounting, or related field required.
• Experience: 5–8 years of related experience including a strong background in auditing, finance, or contract-proposal compliance with prior supervisory or management experience required.
• Regulatory Knowledge: Strong working knowledge of FAR, DFARS, CAS, and AS9100.

• Stakeholder Management: Ability to manage professional relationships with higher-level government officials.
• Analytical Rigor: Ability to review and validate technical data.
• Communication: Proficient in technical writing.

Working Conditions

• Environment: Primarily office/computer based.
• Travel: Up to 25% travel required.
• Physical: Occasional lifting up to 10 lbs; periodic standing/walking.

Export Statement

Must comply with TTM Export Control Policies and Procedures and all applicable laws including ITAR, EAR and OFAC including but not limited to:

• Being able to identify ITAR product on the manufacturing floor and understand that access to these products and related technical data is restricted to only US Citizens and US Permanent Residents;
• Recognition of Foreign Person visitors by badge differentiation;
• Understand and follow authorization procedures for bringing foreign visitors into facilities (VAL);
• Understand the Export and ITAR requirements for shipments leaving the US;
• Manage vendor approvals for ITAR manufacturing and services.
