GENERAL PROFESSIONAL VI (EMPLOYEES' RETIREMENT SYSTEM) - DOWNTOWN, OAHU
About the role
The current vacancy positions are permanent, full-time positions with the Department of Budget & Finance. There are two distinct roles:
- One position in the Employees' Retirement System (ERS), Retirement Benefits Branch, Benefits Section.
- The second position in the Retirement Benefits Branch, Neighbor Islands and Operations Support Section.
Responsibilities
For both positions, the responsibilities include:
- Developing short and long-term plans consistent with ERS's goals and objectives.
- Overseeing operational activities such as finalizing service and disability retirements, reviewing and adjudicating disability retirement benefits, death benefits for active members and retirees.
- Solving unprecedented and/or controversial claims and highly complex problems.
- Providing comments and recommendations and proposing amendments to new and existing laws, rules, regulations, procedures and practices.
Requirements
To qualify, you must meet all of the following requirements:
- Legal Authorization To Work: Must be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States.
- Basic Education: Bachelor's degree from an accredited four-year college or university.
- General Experience: One (1) year of responsible professional work experience which required a high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.
- Selective Certification Requirement (Employees' Retirement System Experience): At least one (1) year of professional work experience in the analysis, verification, clarification, examination, investigation, adjudications, and/or authorization of claims for payment of benefits in accordance with appropriate laws, rules, regulations, policies, procedures and practices relating to eligibility and payment of benefits in one or a combination of the following areas: Retirement, old-age insurance, survivor benefits or pension programs; Workers' compensation, disability and/or death compensation, or disability insurance programs; or Unemployment insurance benefit programs.
- Supervisory Experience: One (1) year of formal supervisory work experience which included: Planning, organizing, scheduling, and directing the work of others; Assigning and reviewing subordinates' work; Advising subordinates on difficult work problems; Training and developing subordinates; and Evaluating subordinate work performance, and disciplining them when necessary.
Qualifications
To be considered for these positions, applicants must meet the minimum qualifications for the class General Professional VI, and whose experience includes at least one (1) year of professional work experience in the analysis, verification, clarification, examination, investigation, adjudications, and/or authorization of claims for payment of benefits in accordance with appropriate laws, rules, regulations, policies, procedures and practices relating to eligibility and payment of benefits in one or a combination of the following areas: Retirement, old-age insurance, survivor benefits or pension programs; Workers' compensation, disability and/or death compensation, or disability insurance programs; or Unemployment insurance benefit programs. Such Employees' Retirement System experience above may have been gained concurrently with, or in a separate capacity from, the aforementioned General Experience.
