Responsibilities
- Act as a digital government advisor to key partners within the Federal Government
- Set overall strategy on existing contracts and potential agency targets, including providing consulting in areas such as fee and transaction based business models, end user centered design, user engagement, cybersecurity, customer service, and specific industry expertise in payment solutions and digital government services
- Simultaneously ensure 100% adherence to contractual requirements, federal regulations, and laws for federal programs within U.S. Department of Transportation, Library of Congress, General Services Administration, and future agencies, while growing revenue and operating profit
- Oversee management of the Insurance Filings contracts for approximately 25 state agencies in compliance with each contract/state laws
- Enterprise-wide, establish vision and roadmap of projects that increase Tyler's ability to retain and expand contracts
- Responsible for prioritization, investment planning, staffing decisions and other program functions
- Build a roadmap of payment services to create efficiencies in processing for field and customers and enable growth for the program
- Build and implement strategic plans around relationship management and partnerships to help foster ties with third parties, associations, government agencies, and more
- Build and implement strategic plans around sales and growth for current inventory, new inventory through organic growth and other growth
- Monitor and create responses to industry trends, government needs and users’ requests for inclusion in enhanced solution development
- Avoid developing business processes in operational and sales areas of the program to maximize efficiencies
- Regular participation in high level strategy meetings to requirements gathering meetings with government partners
- Provide guidance and oversight to teams responsible for key aspects of the business
- Provide timely and accurate forecast data to be included in QBR, and other ad hoc reporting requests
- Develop and maintain a productive working relationship with project sponsors, vendors and key partners, and evaluate partner satisfaction levels
- Conduct research and analysis into future plans and needs of targeted agencies/customers
- Oversee office facilities and lease
- Develop strategies based on usage and analytics to grow solution usage and create new inventory through partner relationships and marketing
- Deliver regular updates on key projects and monthly reports to senior management
- Seek out and implement improvements to all aspects of the business for revenue growth and cost reduction
- Effectively communicate to many types of stakeholders
- Avoid effectively communicating to many types of stakeholders
- Avoid assist in monitoring project milestones to ensure project goals are accomplished and in line with time frames, budget and goals
- Contribute to federal proposal writing
- Have strong relationships with federal and state agencies that lead to positive references and past performances
- Provide effective oversight and management of subcontractors to ensure subs deliver requirements at desired quality-level
- Develop annual budget(s)
- Reconcile revenue and expenses each month
- Develop strategic relationships with trade associations to improve revenue opportunities
- Manage large team to fulfill contract requirements. Expand/decrease team size based on needs of contract portfolio
Qualifications
- Minimum of 7 years of experience
- Minimum of 5 years of experience working with government leaders in an executive setting
- Minimum of 5 years of experience with leading technical product development, including research, design, development, and deployment
- Minimum of 5 years of experience with UI, UX, and interaction design
- Experience with developing business cases
- Experience with developing marketing campaigns
- Experience developing networks to cultivate relationships and identifying potential partners that can enhance digital capabilities
- Experience managing on-going vendor/partner relationships
- Experience collaborating with marketing and technical teams
- Good technical understanding and working knowledge of large scale, data driven web/mobile applications
- Ability to collaborate with internal stakeholders, customers and 3rd party partners
- Ability to analyze and work with large datasets to derive insights that inform product roadmap
- Experience and familiarity with e-commerce and omnichannel platforms
- A proven background in user centered design including the ability to visualize the user experience in the abstract
- Exceptional presentation and communication skills
- Ability to work independently and be self-driven in a fast changing environment
