This position is located in the Engineering Process Control Division, Engineering and Planning Department of Portsmouth Naval Shipyard.

Responsibilities

  • Develop matrices and reports to determine the effectiveness of training within an assigned technical area in the Engineering and Planning Department.
  • Establish key performance measures for providing feedback and continuously improving training in the Engineering and Planning Department.
  • Develop and maintain the curriculum for an assigned technical area in the Engineering and Planning Department.
  • Provide feedback on projected funding needs associated with training within a specific technical area in the Engineering and Planning Department.
  • Support the recruiting, interviewing, and onboarding process for new hires/transfers in the Engineering and Planning Department.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • You will be required to wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes) continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience coordinating the training and development of personnel within a specific technical Division.
  • Experience managing a comprehensive and technical administrative training program.
  • Experience submitting annual reports/self-assessments for a particular technical area.
  • Experience developing and delivering complex training to personnel in a division.
  • Experience working with other agencies and departments outside of the Shipyard to gather information and materials.

Education

Applicants must meet the following positive education qualifications requirements:

  • Degree: Engineering. The program must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or any comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • Combination of education and experience: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by professional registration or licensure, evidence of having successfully passed the Fundamentals of Engineering (FE) examination, specified academic courses, or a related curriculum.
