About the role

The Air Force Civilian Service (AFCS) is looking for a highly experienced Civil Engineer to work at the 71 ISS Civil Engineer Squadron at Vance AFB, Enid, OK. The ideal candidate will lead complex civil engineering programs, projects, and teams. Department of the Air Force (DAF) or other DoD civil engineering experience is highly preferred.

The successful candidate will possess strong technical expertise in civil engineering principles, infrastructure management, construction, operations, and maintenance, along with proven supervisory and leadership experience overseeing engineers and other technical professionals. This position will have significant responsibility for the oversight and management of the Base Operations Support (BOS) Contract, requiring experience with contract oversight, performance monitoring, quality assurance, contractor coordination, and ensuring services are delivered in accordance with established requirements, standards, schedules, and mission priorities.

The ideal candidate will demonstrate the ability to lead multidisciplinary engineering teams, oversee multiple projects and programs, manage competing priorities, and coordinate effectively with contractors, installation leadership, customers, and other stakeholders. Strong communication, problem-solving, decision-making, and organizational skills are essential.

Responsibilities

  • Plans, organizes, and oversees the activities of the civil engineering section.
  • Exercises supervisory personnel management responsibilities.
  • Establishes and executes a planned systematic approach of quality assurance for all areas of civil engineering surveillance.
  • Establishes, defines, and implements requirements for the engineering section activities to ensure services and functions are in line with organizational goals and mission requirements.
  • Reviews projects for new construction, renovations, and improvements to real property facilities utilizing a professional knowledge of general engineering to ensure overall compliance with contracted specifications, schedules, etc.

Requirements

  • U.S. Citizenship required.
  • Obtain & maintain a Secret security clearance.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to serve as a member of the Emergency Operations Center.
  • This is a mission essential position performing a mission critical function.

Qualifications

  • Degree from an ABET-accredited engineering program.
  • Demonstrated experience leading complex civil engineering programs, projects, and teams.
  • Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
  • Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
  • Knowledge of standard contracting regulations, practices, and procedures as it relates to facilities engineering.
  • Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
  • Knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues.
  • Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  • Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management.
  • Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique/skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
  • Ability to plan, conduct, and record site/facilities surveys and inspections; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
  • Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

Pay

Salary Range: $89,508 - $116,362. Recruit, Relocation, and Retention incentives may be offered dependent upon candidate qualifications.

Schedule

  • Position not eligible for telework or remote work.
  • Up to 25% travel requirements.
