General Attorney - Office of General Counsel

About the role

As a General Attorney in the General Law Division/Office of the General Counsel (OGC), you will serve as an employment law attorney. OGC provides legal advice and representation to GSA clients, manages the Agency’s ethics program, and maintains a central office handling Federal Tort Claims Act claims.

Responsibilities

• Research and analyze complex employment laws, regulations, policies, and case precedents to provide well-reasoned legal advice on personnel matters of first impression.
• Provide seasoned guidance to management on personnel actions, including disciplinary actions, performance management issues, and adverse actions, ensuring compliance with legal and regulatory requirements.
• Represent the agency in complex cases before the Equal Employment Opportunity Commission and the Merit Systems Protection Board.
• Provide litigation support to Assistant U.S. Attorneys in employment cases before federal district and appellate courts.
• Assist in the legal review and development of agency-wide policies, regulations, and directives to ensure legal compliance and consistency with GSA’s statutory authorities.
• Review the legal sufficiency of conduct and performance actions.
• Handle matters of significant congressional interest, involving large sums of money, or vigorously contested by capable attorneys.

Requirements

• U.S. Citizenship or National status (residents of American Samoa and Swains Island included).
• Meet all eligibility criteria within 30 days of the closing date.
• Register with the Selective Service if you are a male born after 12/31/1959.
• If currently or formerly a political appointee, disclose this information to the HR Office.
• Serve a two-year trial period, if required.
• Undergo and pass a Tier 2 background investigation.
• Verify identity and work status eligibility via DHS’s e-Verify system.
• Complete a financial disclosure report to ensure no conflict of interest exists.

Qualifications

• A Juris Doctor (J.D.) degree from an ABA-accredited law school.
• Active membership in good standing with the Bar in any U.S. state, territory, District of Columbia, or Commonwealth of Puerto Rico.
• At least three years of professional legal experience acquired after admission to the bar.
