About the role

The Programmer III reports to the Application Manager within the Health and Specialty Care Systems (HSCS) unit of the Information Technology (IT) department for Health and Human Service Commissions (HHSC). This position fully performs highly complex programming and software engineering work with considerable latitude for the use of initiative and independent judgment.

The Full Stack .NET Developer provides design, development, delivery, and support for a variety of hardware and software platforms specific to the .NET Product Delivery team, as well as database development for SQL Server. Work is performed in an Agile environment, supporting cross-agency business process analysis projects for HHSC agencies. The programmer will collaborate with other HSCS application support staff, HHSC teams, vendors, and outside entities to develop and support information systems.

Responsibilities

  • Conducts highly technical analysis required to design complex new programs or changes to existing programs. Prepares and maintains required program and/or system documentation related to assigned work.
  • Designs, codes, and/or modifies complex computer programs, subroutines, triggers, stored procedures, .NET objects, classes, and scripts.
  • Identifies, investigates, and resolves production problems. Performs or oversees the necessary testing of assigned programs, including generating test data, writing test scripts, examining test results, and debugging detected errors.
  • Ensures production functions are operational, available, and satisfy customer needs. Develops, analyzes, and oversees procedures or standards designed to ensure the availability and integrity of the production environment.
  • Assists in planning, scheduling, assigning, and coordinating analysis and programming activities. Provides analysis and design consultations with business analysts and the application architect to align conceptual and design phases with agency coding standards.
  • Assists in developing standards and procedures for programming staff.
  • Interfaces with customers and other IT teams to document and propose detailed solutions, including charts, diagrams, tables, and narratives describing existing and new solutions.
  • Consults with customers and IT teams on software/hardware justifications and purchases.
  • Actively participates in disaster response, recovery, or Continuity of Operations (COOP) activation, which may require alternate shift patterns or locations.

Requirements

  • Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field. Education and experience may be substituted for one another.
  • Minimum of 8+ years of experience designing Enterprise Applications and/or Services.
  • Minimum of 8+ years of experience in SQL.
  • Minimum of 8+ years of experience using Microsoft .NET technology and C#.
  • Minimum of 8+ years of experience in front-end development (ASP.NET Core, ASP.NET, MVC, Entity Framework Core, Angular, React, etc.).

Skills

  • Knowledge of design patterns and object-oriented/service-oriented application development techniques and theories.
  • Experience with analysis, design, and testing, including creation of technical and functional design documentation.
  • Knowledge of unit testing methodologies and frameworks.
  • Knowledge of application accessibility compliance (e.g., 508, JAWS).
  • Proficiency in ASP.NET Core, ASP.NET MVC, C#, CSS, JavaScript/TypeScript, Entity Framework, Angular, and React.
  • Experience with relational database design, SQL, and ORM technologies.
  • Skills in SQL, SQL Developer, and Business Intelligence tools.
  • Experience writing stored procedures, SQL queries, and query tuning on high-transaction systems.
  • Experience maintaining database indexes, columns, and tables using DDL, DML, and DCL constructs.
  • Experience building data mappings, tasks, and workflows using SSIS packages for data warehouse loading.
  • Proficiency in DDL, DML, and DCL for SQL Server, Oracle, or similar databases.
  • Experience designing and developing enterprise-grade software.
  • Proficiency in source control management systems (e.g., DevOps, GitHub, Git) and continuous integration/deployment environments.
  • Ability to communicate effectively at all organizational levels, both in written and spoken English.
  • Ability to establish and maintain working relationships with professional, community, and lay groups.
  • Ability to read, interpret, and analyze program code and recommend improvements or replacements.
  • Ability to code, test, and debug computer programs.

Pay

Salary Range: $5,425.33 - $8,886.16 per month
