FTZ Lead

About the role
As a Foreign Trade Zone Lead, you will oversee the daily operations of Rockwell Automation’s foreign trade zones in North America. This includes managing a third-party operations group and providing expertise in maintaining, defining, and implementing internal controls per US FTZ regulations, 19CFR, 15CFR, and other US regulatory agency requirements. You will improve compliance activities concerning US Customs and FTZ programs. This role reports to the Trade Compliance Manager and is fully remote, allowing you to work anywhere in the United States.
Responsibilities
- Implement process efficiencies, focusing on cycle time and regulatory compliance.
- Handle designation, (de)activation, and all activities associated with new zone implementations or closures.
- Provide oversight, escalation, and leadership to FTZ operations.
- Lead continuous improvement and productivity projects; implement changes required by regulatory updates related to import/export, security, and FTZ.
- Guide cost productivity (FTZ savings/avoidance, feasibility studies).
- Lead new zone implementations.
- Manage FTZ-related record retention.
- Serve as the corporate subject matter expert regarding FTZ operations and usage.
- Develop processes, process improvements, procedures, manuals, and systems to support FTZ compliance.
- Act as a program ambassador to provide intracompany training and promote awareness of FTZs.
- Provide support for internal/external audits and investigations.
- Establish compliance assessment audits, assist with investigations, implement corrective actions, and recommend improvements to leadership.
- Make formal presentations in meetings and respond to questions from management, employees, customers, and vendors related to FTZ compliance.
- Collaborate with other departments on special projects such as distribution strategies, business continuity/contingency planning, and product line moves.
- Review activated areas to validate FTZ warning signs, locked gates/doors, and working cameras.
- Participate in CBP Compliance Reviews and provide all requested information.
- Stay up-to-date on legislative changes affecting FTZs and ensure communication and compliance with changes.
- Perform annual system reviews and provide a summary report of deficiencies and corrective actions for submission to the Port Director.
- Oversee the annual reconciliation process and prepare a report explaining discrepancies and corrective actions.
- Prepare and file the FTZ Annual Report summarizing all zone activity to the zone grantee and CBP.
- Serve as a systems administrator for the FTZ inventory control and recordkeeping system.
- Measure FTZ-related metrics.
Requirements
- Bachelor’s Degree or equivalent years of relevant work experience.
- Legal authorization to work in the U.S. (Rockwell Automation will not sponsor individuals for employment visas for this role).
- Ability to travel 10% of the time.
Qualifications
- 5+ years of experience with FTZ programs, including new Zone implementation, designation, and activation.
- 5+ years of import/export compliance experience.
- Project management experience.
- Licensed Customs Broker (preferred).
- Inventory control experience.
- Experience dealing directly with US Customs and Border Protection, grantees, and the FTZ board.
- Knowledge of international freight forwarding/transportation processes.
- Experience managing CTPAT compliance.
