FOREIGN MILITARY ASSISTANCE SPECIALIST (Country Program Manager).

About the Role

Manage the Foreign Military Sales and Security Cooperation Education and Training Programs (SCETP) objectives for foreign countries working with Naval Education and Training Command programs. Coordinate quantitative and qualitative foreign training and education requirements with program owners and end users. Provide technical advice for foreign militaries and follow-on requirements associated with those activities. Develop training programs and pipelines to meet overall country and student education and training needs.

Responsibilities

• Manage training associated with Foreign Military Sales and Security Cooperation Education and Training Programs (SCETP) objectives for foreign countries.
• Coordinate quantitative and qualitative foreign training and education requirements, making judgments based on current policy and extenuating circumstances.
• Provide technical advice for foreign militaries.
• Represent a component of the Department of Defense as a responsible authority for aspects of military education.
• Develop and implement training programs and pipelines to address country-specific and student-specific education and training needs.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after December 31, 1959, must be registered for Selective Service.
• This is a bargaining unit position.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to maintain the required level of clearance may result in withdrawal of a job offer or removal.
• Must complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• Position may require travel from normal duty station to CONUS and OCONUS locations, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Managing training associated with Foreign Military Sales and Security Cooperation Education and Training Programs (SCETP) objectives for foreign countries.
• Working with quantitative and qualitative foreign training and education requirements, making judgments based on current policy and extenuating circumstances.
• Providing technical advice for foreign militaries.
• Representing a component of the Department of Defense as a responsible authority for aspects of military education.

Other Conditions of Employment

• This position is part of the Security Cooperation Workforce Certification Program 2.0 and is coded as Non-Key Civilian, Foreign Military Sales and Financing; Practitioner (SC4B2).
• Incumbent must meet DoD Security Cooperation Workforce (SCW) certification requirements applicable to the duties of this position. The clock starts for existing SCW members to complete certification requirements by respective deadlines on October 1, 2024. For new SCW members, the clock starts once entered into a properly coded SCW position in the Manpower and Personnel System.
• To remain in good standing, SCW members must meet the following conditions:
  • Practitioner Proficiency level: at least 1 year of successful SC work experience with a performance appraisal rating of 3 or better.
  • 60 hours of continuing education (CUE) every two years.
• The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action.
• This position is covered by the Department of Defense Priority Placement Program.
