About the role
Prevailance Inc. is seeking a skilled and mission-focused Force Protection (FP) Assessment Analyst SME to support the Commander, United States Fleet Forces Command (USFFC) Higher Headquarters Operational Assessment (HHOA) Program. The FP SME will provide on-site assessments of CONUS-based Navy installations, including tenant commands, and perform data analysis to identify trends, discrepancies, and performance gaps at the Operational Level of War (OLW).
Responsibilities
- Conduct on-site FP assessments for Navy installations and tenant commands
- Perform data capture, reduction, integration, and analysis, including root cause and trends analysis
- Review and revise data capture documents (Excel) and synthesis documents (MS Word)
- Provide recommendations on Navy Tasks (NTAs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs)
- Identify discrepancies and trends across Personnel, Equipment, Supply, Training, Ordnance, Networks, and Installations (PESTONI) pillars
- Develop initial solutions aligned with Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P)
- Consolidate data from multiple installations and prepare products for leadership briefings
- Offer real-time recommendations to improve performance, resource allocation, and responsiveness
- Anticipate 6–8 weeks of travel annually, in one-week increments, for assessments
Requirements
- Graduate of the following courses: ATO Ashore Level II, AT Planning Course, Introduction to Risk Management (GS 150.06), Risk Management for DoD Security Programs (GS 102.16), FEMA ICS 100/200/700/800 Series
- Six (6) years of experience as a Navy Force Protection professional in afloat and ashore environments
- Three (3) years of experience in a senior leadership position (E-7 to E-9, O-3 to O-4, LDO, or Warrant Officer)
- Three (3) years of experience on high-level staffs (O-6 and above), briefing senior leadership, including flag-level staffs with TACON for FP
- Three (3) years of experience as a trainer, advisor, or assessor for afloat units or Navy installations (e.g., ITT, ATTT, RTT)
- Two (2) years of experience with data collection and analysis for operational assessments
- Knowledge of joint operations and the National Incident Management System (NIMS)
- Expertise in Navy Force Protection training and evaluation processes (Antiterrorism, Physical Security, Law Enforcement)
- Proficiency in Excel, PowerPoint, and MS Word
- Familiarity with Navy Warfare Training System (NWTS), NTAs, and NMETs
Preferred Qualifications
- Former Navy Master-at-Arms Senior Enlisted or 6490 LDO (O-3 and above) with operational and staff experience
- Graduate of ATO Level II
- FEMA ICS 300/400 Series courses
Security Clearance
Must be able to obtain and maintain a SECRET clearance
