About the Role
Under minimal supervision of the Fleet Manager, this position performs work of considerable difficulty planning, organizing, directing, and coordinating the Fleet Management Division and vehicle maintenance facility of the Public Works Department. This role has department-specific responsibility.
Responsibilities
- Develops and maintains a comprehensive written preventive maintenance, routine maintenance, and repair program for all equipment and vehicles in the Fleet Management Program and the Department of Public Works.
- Ensures efficient operation and productivity within the Fleet division; reviews repair times and costs.
- Supervises, hires, trains, and evaluates staff; makes recommendations on personnel matters; conducts performance evaluations and prepares documentation as needed.
- Monitors work activities, projects, and programs; reviews work flow and evaluates work products, methods, and procedures.
- Oversees long- and short-term acquisition, utilization, repair, preventive maintenance, and systematic replacement of the vehicle fleet.
- Develops and prepares scheduled reports; participates in setting goals, objectives, priorities, schedules, policies, and procedures for assigned functions.
- Gathers data, conducts research, and performs analysis for bid specifications; makes recommendations for vehicles and shop equipment.
- Directs, maintains, and controls inventory management of vehicle parts and fuel; manages the fuel dispensing function.
- Coordinates fleet data processing equipment and software; provides technical assistance as necessary.
- Represents the division and department to outside agencies and organizations; participates in community and professional groups.
- Maintains working relationships with employees, other departments, and the public.
- Performs other duties as assigned.
Requirements
Knowledge of:
- County policies and procedures.
- Principles, methods, and procedures associated with fleet management, vehicle maintenance (all types and sizes of vehicles and construction equipment), engines, components, and facility maintenance.
- Computerized fleet information systems, including inventory operations.
- Applicable laws and regulatory codes; occupational hazards, OSHA regulations, and other safety requirements, including first aid and CPR.
- Safe work practices, including the use of Personal Protective Equipment (PPE).
- Environmental laws and regulations, including emissions and hazardous waste disposal.
- Principles and practices of leadership, supervision, training, and performance evaluation.
- Budget control; computers and applicable software (e.g., Microsoft Office Suite).
- Practices of work safety.
Skills in:
- Organizing and operating a comprehensive fleet operation.
- Planning, scheduling, and coordinating vehicle maintenance facility operations and personnel.
- Managing projects of moderate difficulty; estimating budgets, parts, materials, labor, and equipment; preparing cost estimates.
- Diagnosing operational problems and taking effective action.
- Developing and implementing programs and procedures; collecting and analyzing data.
- Following written and verbal instructions; communicating effectively orally and in writing.
- Using fleet management data processing equipment and software.
- Providing effective leadership.
Ability to:
- Interpret work orders; read, interpret, and analyze technical documents, codes, regulations, and vehicle specifications.
- Plan, assign, train, motivate, and supervise employees engaged in maintenance and repair operations.
