Essential Functions

  • Buils and monitors budget expenditures during the fiscal year to ensure compliance with budget limitations.
  • Collects data on expenditures, projects budget expenditure trends and deficits and prepares reports.
  • Identifies incorrect procedures and charges resulting in budget deficits and makes recommendations to eliminate deficits.
  • Prepares, enters, and tracks requisitions in the City procurement system.
  • Maintains compliance with grant requirements and prepares and maintains up-to-date records on grant awards and expenditures.
  • Makes sure payroll expenses and ledgers are monitored and reconciled.
  • Reviews and prepares grant applications for funding programs.
  • Prepares and submits required program and fiscal reports.
  • Assists in the receipt, distribution, and tracking of grant funded purchases.
  • Represents Baltimore City and the Office of Emergency Management by participating in or attending local and regional meetings.
  • Supports the procurement of equipment/supplies/resources needed during emergencies/incidents.
  • Leads or supports the Emergency Operations Center staffing for planned and no-notice events.

Minimum Qualifications

  • Education: Bachelor’s degree in business administration, public administration, management, or related field from an accredited college or university.
  • Experience: Two years of experience in performing budgetary, fiscal, contract management or accounting work at a professional level.
  • Previous federal grant experience with particular focus on fiscal reporting and compliance strongly preferred.
