About the role
Under limited supervision of the Fire Chief, administers financial management of the Franklin Fire Department and provides financial analysis as needed.
Responsibilities
- Financial Analysis and Reporting
- Prepares and administers the departmental budget, forecasting funding for staff, equipment, materials, and supplies; submits budget recommendations and justifications.
- Monitors expenditures against approved budget and inventory management.
- Analyzes accounts to monitor departmental spending and purchasing patterns.
- Performs budget and financial analysis to enhance completeness and accuracy of performance measures.
- Assists fire personnel with general ledger coding for payments and receipts.
- Performs a variety of accounting tasks, including posting financial data, balancing accounts, tracking fund activity, and maintaining financial ledgers.
- Prepares financial reports such as journal entries, payment documents, balance sheets, and other financial statements.
- Develops budget amendments for the Fire Department and monitors budgetary encumbrances.
- Develops and maintains departmental financial policies and procedures.
- Performs budget reports for the Fire Chief and Administration and Operations Chiefs.
- Reconciles general ledger accounts and creates journal entries to adjust or correct previous transactions.
- Monitors budgetary expenditures for the Fire Department and all related funds.
- Serves as lead for internal and external performance measure and benchmarking efforts, including those in the annual operating budget and other city-wide or industry programs.
- Prepares bid documents for approval by the purchasing manager.
- Applies for Federal and State funding for emergency management-related needs, administers grants, and reports on their progress.
- Financial Administration
- Administers grants regarding payments, compliance, and audits; ensures compliance with federal and state grant requirements.
- Prepares required quarterly or annual financial reporting and assists departments with grant financial reporting.
- Ensures proper close-out of grants and monitors usage before the end of the grant period.
- Ensures cost and depreciation information for capital assets is available for audit, departments, and insurance purposes.
- Ensures cost information for financial inventory is available for audit, departments, and insurance purposes.
- Facilitates Fire travel and training processing and accounting.
- Ensures all audits and accounting procedures are maintained regarding financial donations received by Fire Department Administration.
- Maintains documentation and ensures compliance with accreditation standards regarding Fiscal Management.
- Oversees and maintains records regarding agency-owned property/inventory.
- Auditing
- Assists external auditors with the audit of accounting and financial management systems; provides requested information.
- Performs internal audits as appropriate and timely.
- External Reporting
- Submits and monitors State or Federal grants received in partnership with the Finance Department.
Requirements
- Job Content Knowledge
- Thorough knowledge of City policies, procedures, and accounting practices related to the position.
- Considerable knowledge of business management practices, personnel and program management principles, and auditing techniques.
- Ability to read and use ledgers, bank statements, billing invoices, and insurance forms.
- Familiarity with bidding procedures.
- Proficiency in word processing and data entry functions.
- Considerable knowledge of computer systems, including hardware, software, peripherals, and communications systems.
- Knowledge of the geography of the City.
- Ability to develop and administer operations and staff plans for departmental efficiency.
- Ability to implement long-term goals for departmental effectiveness and efficiency.
- Stays updated on changes in policy, methods, computer operations, and equipment needs.
- Language Skills
- Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents.
- Ability to respond to inquiries or complaints from customers, regulatory agencies, or the business community.

Qualifications
- Education and Experience
- Bachelor’s degree in accounting, finance, or business administration, plus a minimum of four to six years of related experience.
- Equivalent combination of education and experience may be considered.
- Master’s degree in accounting, finance, or business administration preferred.
- Certified Public Accountant (CPA) or Certified Municipal Finance Officer (CMFO) preferred.
- Certifications/Licenses
- Valid Driver’s License.
Pay
$87,921 - $95,679 Annually
