Schedule: Full-time, normally Monday through Friday, 8 a.m. to 5 p.m. Flexible/hybrid work is an option. Incumbent must be willing to work outside of the approved schedule as required to meet business needs.

Travel Requirements: Occasional travel throughout the state, including rare overnight stays, may be required during and outside normal work hours.

About The Agency

Energy Facility Site Evaluation Council (EFSEC) provides a "one-stop" siting process for major energy facilities in the State of Washington. EFSEC coordinates all evaluation and licensing steps for siting certain energy facilities, specifies conditions of construction and operation, and manages environmental and safety oversight programs. EFSEC maintains jurisdiction over project sites from application until decommissioning and reclamation. Responsibilities include siting large natural gas and oil pipelines, thermal electric power plants (350 megawatts or greater) and their dedicated transmission lines, new oil refineries or expansions, and underground natural gas storage fields. Facilities using alternative energy resources (wind, solar, geothermal, landfill gas, wave/tidal action, or biomass) or certain electrical transmission lines may opt into the EFSEC review and certification process.

About This Opportunity

The Fiscal Analyst 4 (FA4) reports to the Director of Administrative Services and supports the agency's mission by serving as the accounting expert and primary advisor on budgetary decisions. This position is essential for developing the agency's financial structure, managing payments, preparing invoices, analyzing expenditure trends, and maintaining cost allocation processes. The FA4 is crucial for budget development, internal and adjusted allotments, and performance planning. Responsibilities include reviewing, creating, monitoring, and renewing state-wide goods and services contracts, coordinating with EFSEC staff and other agencies, and ensuring accurate financial documentation.

This position supervises one full-time employee and provides support to EFSEC Managers and Administrative Law Judges for prehearing conferences and adjudicative proceedings.

Responsibilities

  • Mentor staff and share knowledge with a broad audience.
  • Network with DES fiscal staff and other agencies to devise best practices in accounting.
  • Review, create, monitor, and renew state-wide goods and services contracts for the agency.
  • Submit A19, A45s, A17s, and other Accounts Payable/Receivable paperwork for DES processing.
  • Ensure travel complies with statewide guidance and review travel exemption requests.
  • Verify all payments for goods and services meet statewide procedures.
  • Ensure retention of supporting documents per EFSEC’s records retention schedules.
  • Create guidance documents, resource materials, desk manuals, and assistive materials for staff.
  • Develop and maintain agency accounting policies, including mandated and agency-specific procedures.
  • Support all accounting audits, including fiscal and financial audits.
  • Establish internal and external controls for financial activities within the agency.
  • Present annual fiscal reports to Executive staff, the agency, or the Council.
  • Complete monthly expenditure reviews to ensure accurate financial reporting.
  • Review weekly cash receipts for accuracy.
  • Work with DES’ SAFS to create new LOI, Project codes, Subcodes, and programming codes for CAMS accuracy.
  • Present project Cost Allocation assessments for review to the Executive Director and DES.
  • Establish agency-specific accounting procedures with DES’ SAF, ensuring proper internal controls.
  • Use problem-solving skills to identify and correct accounting errors.
  • Collaborate with the Contracting Specialist to streamline financial processes and technology.
  • Recommend new processes and procedures to maintain compliance.

Requirements

  • 8+ years of advanced fiscal management experience.
  • Proven track record of stewarding large-scale agency financial resources and driving strategic fiscal health.
  • Experience using the state accounting system (AFRS) and payroll system (HRMS).
  • Familiarity with state policies and travel regulations.

Preferred Qualifications

  • Demonstrated expertise in overseeing high-value financial resources, complex budgeting, and fiscal strategy.
