Job Summary

This position is being funded through a grant and is time limited for up to three years. Under general direction and in compliance with standard operating procedures and policies, develops and delivers training programs for internal and external groups. Works with the Opioid Program Coordinator to develop and deliver training programs for internal and external stakeholders. Provides interagency coordination, including but not limited to Fire/EMS, Police, community partners and other healthcare resources to mitigate the opioid epidemic. Works with the Community Outreach Manager to schedule events and promote the Opioid Response Team. Identifies community partners to assist with new patient identification and treatment plans. Develops communication strategies regarding the City’s response to the opioid crisis. Works with internal and external partners, community stakeholders and City staff to identify potential program candidates suffering from opioid addiction or associated mental health illnesses. Enrolls individuals into the Greenville City Fire Department (GCFD) Opioid Program and assists with navigating through the care process. Provides advocacy when needed to assist individuals with finding resources for recovery. Conducts follow-up visits with those enrolled in the program to ensure continued progress. Responds to opioid events in a support capacity. Communicates with shift personnel to gather/exchange information on encounters, problems, special situations, or other areas requiring attention. Collects and records accurate data to meet reporting guidelines.

Essential Functions

  • Coordinate Training Programs: Develop, manage and coordinate multi-agency training/exercises, mitigation, and recovery programs for internal and external stakeholders. Assist the Program Coordinator with development and delivery of training programs. Work with schools, businesses, community centers, families and friends, and patients to deliver evidenced-based prevention/mitigation training programs. Work with the Community Outreach Manager to schedule outreach events and promote the Opioid Response Team. Assist the Program Coordinator with researching best practices in addressing substance use disorders and develop evidenced based policy recommendations for opioid prevention and treatment. Provide interagency coordination, including but not limited to Fire/EMS, Police, and other healthcare resources relating to the opioid response and facilitates coordination across agencies. Maintain a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures; and other related requirements which may affect the program.

  • Assist in Implementing Opioid Intervention Program: Follow up with overdose individuals after the initial incident. Utilize a Warm Hand-Off strategy, schedule subsequent points of contact on set intervals with individuals in the program. Assist individuals on how to navigate through the care system and various other services available, attempt to encourage individuals toward recovery in a preventative attempt to avert any future crisis events. Provide advocacy when needed to assist individuals with finding resources for recovery. Conduct follow up visits on individuals within the program to ensure that contact was made with appropriate referrals. Give informational guidance to individuals in the program. Develop and maintain effective working relationships with internal and external stakeholders. Assist the Program Coordinator with researching best practices in addressing substance use disorders and develop evidenced based policy recommendations for opioid prevention and treatment. Provide interagency coordination, including but not limited to Fire/EMS, Police, and other healthcare resources relating to the opioid response and facilitates coordination across agencies. Maintain a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures; and other related requirements which may affect the program.

  • Respond to Opioid Events: Respond to the scene of an overdose in a support capacity. Communicate with shift personnel to gather/exchange information on encounters, problems, special situations, or other areas requiring attention. Communicate with GCFD personnel, dispatchers, other departments, law enforcement officials, medical personnel, property owners/occupants, business owners/managers, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Coordinate efforts with external agencies, to include law enforcement, community paramedics, mental health, and recovery/addiction centers.

  • Collect Data and Establish Analytics: Collect and enter accurate data into the records management system. Assist the Program Coordinator with establishing baseline data metrics and identifying strategies for short term and intermediate outcomes. Maintain accurate and complete records.

Qualifications

  • High School diploma or equivalent.

  • Experience in development and delivery of training or outreach programs.

  • Obtain National Registry of EMTs (NREMT) and South Carolina EMT within one (1) year of employment.

  • Obtain IFSAC/Pro Board Firefighter I & II certifications within two (2) years of employment.

  • Preferred Qualifications: National Registry of EMT (NREMT) and South Carolina EMT or Paramedic Certification.

  • Driver's License Requirements: Valid South Carolina Class D Driver's License.

Performance Requirements

  • Knowledge of: Opioid abatement strategies. Public addiction recovery system and regulatory requirements. Risk reduction strategies. Development and delivery of training or outreach programs. HIPAA law and regulations. Understanding of department policies and procedures.

  • Ability To Communicate effectively verbally and in writing, including capacity to communicate complex ideas compellingly to a variety of audiences. Establish and maintain effective working relationships with staff, City officials, community organizations, other agencies and City departments and the public. Design, develop, and deliver well planned, organized, informative training relating to opioid overdose recognition and prevention strategies to internal and external stakeholders. Apply analytical judgment and decision-making to evaluate systems, programs, and data. Assist with preparing daily/weekly/monthly reports and supply requisitions. Work appropriately with confidential material and information. Write reports, prepare business letters, summaries, meeting minutes, and emails using proper format, punctuation, spelling, and grammar, using all parts of speech. Enter data into the records management software. Maintain excellent organization and attention to detail. Read, analyze, and interpret professional journals, technical journals and procedures, financial reports, legal documents, and governmental regulations. Obtain and maintain required certifications. Drive a City vehicle. Use standard office equipment and software including telephone, printer, copier, scanner, calculator, computer, timekeeping software, public safety record management software, Microsoft Office Suite, and related software.
