Financial Services Specialist (Financial Planning)

Responsibilities

• Aid in the management and preparation of the Missouri Department of Transportation’s budget, including the department’s appropriation request books, fund financial summaries, and other required documents for the annual legislative budget request.
• Collaborate with divisions and districts within the department to develop budgets before the start of each fiscal year and compile the fiscal year-end analysis of MoDOT’s budget and actual expenditures for the department’s executive leadership team.
• Analyze appropriation balances and legislative appropriation authority to ensure funds are available throughout the fiscal year and investigate and respond to inquiries regarding the department’s budget.
• Create budget documents for the Missouri Highways and Transportation Commission.
• Conduct ongoing analysis of the department’s revenue and expenditures and assist in preparing the department’s annual financial forecast.

Requirements

• Bachelor’s Degree: Accounting, Business Administration, Finance, Planning, Public Administration, or related field, OR
• Four years of experience in positions related to multimodal transportation, federal or state grant program management, public or transportation administration, transportation planning, accounting, or financial analysis.

Successful candidates already at rates above the posted salary will be evaluated on an individual basis to determine final salary outcome. This position may be filled at one of the three levels based on knowledge, skills, and abilities. The entry salary is posted above, with the Intermediate salary of $56,712.48, and a Senior salary of $61,249.44.
