About the role
The City of Richmond is seeking a Financial Regulatory Specialist, Senior. Incumbents may serve as lead worker, assigning work and monitoring work completion. This role provides assessment and collection of individual, real estate, and personal property taxes, along with operational and financial oversight of property taxes for the City. The position involves handling tasks related to City and State tax law violations, conducting complex investigations into fraud or financial criminal activity, and resolving tax account transactions through evaluation and analysis.
Responsibilities
- Works with business taxes to ensure compliance with City and state tax codes; generates revenue; and prepares orders of tax refunds, depending on area of focus.
- Communicates with taxpayers and compiles information to confirm liability; negotiates when necessary and determines the best course to collect taxes owed.
- Assists inspectors and performs data entry, including on business personal property returns; prepares spreadsheets as needed.
- Acts as customer service counter backup on an as-needed basis.
- Assists with business compliance and determines tax liability.
- Handles assignments such as compiling financial/statistical data, testifying in court for tax violation cases, participating in community projects, and addressing security issues regarding access to state applications.
- Processes tasks following prescribed procedures, conducts assessments, consults with peers, reviews public and legal/court records, and communicates with taxpayers in-person, telephonically, and via correspondence.
- Calculates tax payments, including delinquent payments; reconciles accounts; performs desk audits; handles payment records and posting payments; investigates delinquent taxes; and prepares reports.
Requirements
Knowledge, Skills, and Abilities
- Basic accounting principles.
- City and State tax codes.
- Assisting delinquent collections, including providing correct assessments on collection cases.
- Communicating with a variety of internal and external departments.
- Dealing with security issues regarding access to state applications such as DMV, SCC, IRMS, etc.
- Performing data entry on topics such as real estate, business, and personal property returns.
- Execution of good customer service as needed.
- Reviewing and examining real estate, business, and personal property filings, books, and records under guidance of City and state codes.
- Using professional judgment in deciding which resources to use during execution and preparation.

Qualifications
- Associate's degree in business, accounting, or related field; Bachelor's degree in business, accounting, or related field is preferred.
- Two years of paraprofessional account support experience, such as investigating delinquent accounts and calculating payments owed.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Special Certifications and Licenses
- Valid driver's license with a satisfactory driving record, and a valid Commonwealth of Virginia driver's license within 30 days of hire.
- Some positions may require a Firearms Permit and Special Police certification.
