Financial Manager
Modern Technology Solutions, Inc. (MTSI) is seeking a Financial Manager to join our team in the Northern Virginia area. Daily work is conducted as an integrated team member of the Multi-Domain Joint Operations (MDJO) Directorate under the Deputy Chief Technology Officer for Mission Capabilities (DTCO(MC)) within the Office of the Under Secretary of War for Research and Engineering (OUSD(R&E)). This position is located in Falls Church, VA.
Responsibilities
- Oversee the full lifecycle of a multi-million-dollar project portfolio, including planning, execution, tracking, and administration of fund transactions.
- Perform financial management tasks supporting execution of projects within the directorate portfolio.
- Provide assistance in the financial management of contract cost, schedule, and performance parameters.
- Prepare briefings and reports for senior government officials on project progress.
- Apply a detailed understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process at the Agency and Directorate levels.
- Contribute to the development of program and budget submissions, budget exhibits (e.g., R-docs, P-docs, and R-2s), and POM inputs.
- Participate in team deliberations for cost assessments and program evaluations, providing review, analyses, and recommendations on budgeting and financial management.
- Prepare financial material and reports on resource requests, obligations, and execution.
- Liaise with Service and Industry partners.
- Enter and maintain budget exhibits and Military Interdepartmental Purchase Requests (MIPR), sub-allocations, and Inter-Agency Agreement (IAA) funding documents.
- Track and manage funding activities of obligations and expenditures; monitor program budget execution.
- Prepare documentation to support the budgetary process; identify/trace financial discrepancies and coordinate corrective action.
- Provide data updates to financial management tools.
Requirements
- Active TS/SCI clearance required.
- 10 years of financial management experience.
- Experience utilizing Governmental financial activity systems (e.g., G-Invoicing, Defense Agencies Initiative (DAI)).
- Executive presence with highly effective communication and interpersonal skills.
- Self-starter, able to take initiative and accomplish work independently with minimal guidance.
- Highly organized with strong attention to detail.
Qualifications
- Bachelor’s degree in a related area or equivalent experience (4 years).
- 10 years of related professional experience is accepted in lieu of a degree.
Desired Experience
- OSD, Joint Staff, and/or Service Staff experience.
Pay
The pay range for this position is $140,000/year to $160,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
