We support clients with technical planning, implementation management, and capacity building to strengthen institutions and ensure sustainable operation and maintenance of complex assets.

Objective

The project aims to support the government of a partner country in developing a comprehensive National Strategy for EV Charging Infrastructure Development. The assignment covers baseline assessments, EV adoption scenarios, grid impact analysis, regulatory gap analysis, and pre-feasibility studies for pilot projects to foster a sustainable green transport transition.

Responsibilities

  • Develop a comprehensive financial and investment model for EV charging infrastructure deployment, incorporating grid connection costs, expected investment returns, budget implications, and private sector participation mechanisms (e.g., PPP, concessional finance, grants, tax incentives).
  • Assess state support mechanisms, tariff models, and electricity purchase/resale arrangements, including evaluating the impact of state budget compensation for charging tariffs on the national budget.
  • Conduct preliminary cost-benefit analyses (including shadow carbon prices) for recommended pilot projects, assessing CAPEX/OPEX estimates, energy savings, and environmental benefits.
  • Evaluate funding availability from national and budget sources, earmarked budget items, financial sector perspectives, and potential lending schemes for the expansion of EV charging infrastructure and e-vehicles.
  • Investigate and structure various PPP frameworks and business models, detailing private and public sector risks, obligations, and financial institutions' involvement to enhance private sector participation.
  • Benchmark successfully applied business models related to charging infrastructure investments and present data on fiscal and economic benefits, including impacts on tax revenues and environmental benefits.
  • Prepare clear, concise financial deliverables and actively contribute to stakeholder consultations and internal quality reviews.

Requirements

  • Education: Master's degree in financial planning, public policy, economics, or a similar field.
  • Experience:
    • Minimum 10 years of experience in designing incentive schemes and national funding strategies.
    • Preferably 7–10 years working on financial modelling for national-level transformational projects.
    • Hands-on experience in the development of financial models, budgeting, and national account models.
    • Previous experience in the Central Asian / Uzbek market is highly desirable.
  • Skills:
    • Fluent written and spoken English is essential.
    • Russian language skills are highly preferable, and Uzbek language skills will be a strong advantage.
    • Strong analytical and financial modelling skills with the ability to assess market dynamics and investment viability.
    • Excellent communication and reporting skills, with proven experience collaborating within multidisciplinary teams.

Assignment Details

  • Location: Flexible – assignments may combine remote work with short international missions.
  • Duration: Project-based, approx. 10 months.
